Local/Remote Java Web Developer with web services, security and mobile development experience

Web Developer – Local and able to attend onsite meetings.
• Although this position will be working mostly remotely, the candidate must be local to Utah and able to attend in person meetings, when called. Including the interview process; must be able to attend a face to face, onsite interview.
This contract position does not require prior development experience in the criminal justice, corrections or parole field. The emphasis is on experience and skill as a web java developer.
Position and Role:
This Contract Developer will work under contract in the Department of Technology Services Application Development Unit that directly serves the Utah Department of Corrections (UDC) and the Board of Pardons and Parole (BOPP). Although the work is mostly remote, the unit does have an office co-located within the Correction’s Administration Building in Draper, Utah.
This team is responsible for developing and maintaining new and existing web-based applications to meet the UDC’s and the BOPP’s operational and administrative needs. The systems supported include:
• O-TRACK (Offenders Management System) and it’s sub modules, including F-TRACK (Field Operations for Adult Parole and Probation), CAP (Case Action Plan), DIO-TRACK (Prison Operations), C-TRACK (Centers Operations), BOP-TRACK (Board of Pardons), Interfaces with UDOCA (Document Management), LEB (Law Enforcement Bureau System), SIMON (Staff Information System), GRAMA (Government Records Access and Management Act System for UDC), Volunteer Tracking (Prison Volunteers System) and other minor web-based administrative applications.
• Public and Internal Web Sites for the UDC, the BOPP and Utah Correctional Industries (UCI)
• Several data web services to external law enforcement and other allied agencies.
• Application development and access for mobile devices and other emerging technologies.
• Application security issues and initiatives.
The Developer participates in the analysis, designing, coding, testing, configuration, implementation and ongoing maintenance support of core, mission-critical software applications. These activities are managed by Project Managers and Information Analysts, normally in development teams that include other Developers, Database Administrators, Internal testers, and a network of user Business Analysts and Subject Matter Experts. Together, they collaborate through well-organized and established development processes and tools.
This position requires a high level of expertise and broad experience in web application development. The Developer must be able to work effectively in teams, follow collaborative processes, efficiently interpret design documentation, troubleshoot, and fix bugs and problems, and efficiently produce functional code independently without assistance. The development team has established methodologies and standards for most coding tools and approaches. A core technical group guides the need for evolving coding techniques.
