Minimum Qualifications
•Three (3) Years of experience developing Java web applications using the Java Server Faces Framework
•Five (5) Years of combined experience in Java web application user interface design and implementation including HTML, CSS, and Javascript
•Three (3) Years of experience integrating Java web applications with SQL databases using Hibernate
•Three (3) Years of combined experience in SQL relational database design and coding
•Five (5) Years of experience developing software independently
•Five (5) Years of experience developing software in a team environment
•One (1) year or engagements experience creating Accessible ADA compliant applications such as with iText libraries
Desired Skills
•Experience developing Java web application user interfaces using recent user interface tools including jQuery and Bootstrap 3
•Experience with processing educational assessment data for a large state base domain
•Detail-oriented and excellent concentration ability
•An analytical mindset and critical thinking
•Demonstrable ability to discover and fix errors in code
•Strong communication skills
•Strong skills with managing data in different states in the collection lifecycle
•Prior data processing skills managing the loading and retention of data including field validation rules and error reporting

•Ability to work well both independently and in a team environment. This project has a very experienced team. The candidate must be able to take business requirements and work independently to complete assignments. However, the candidate must also be able to work with other team members to implement required functionality and to resolve data and system integration problems. The candidate must also be engaged in project team meetings and provide regular project status updates.

Description of Project
MNIT Services is seeking a Java Developer for Early Childhood Special Education (ECSE) Outcomes Enhancements Project to expand the functionality for calculating development progress using Early Childhood Assessment Data. The MN Department of Education (MDE) application called ECSE Outcomes collects progress on Children in Special Education. The collection supports reporting to the Federal Department of Education on IDEA data. The enhancements will map and calculate Assessment data to existing ECSE data collection to replace existing simpler evaluation processes where possible. Successful candidate will extend the functionality in the Early Childhood Outcomes Application to create a new detailed Student Historical Report. The new report view of transactional data reported to the state will give users and state employees a chronological view of all early childhood program participation in Early Childhood Special Education and other public programs. The report will target transitions in and out of programs over time. The report will require interfacing with warehouse and other application databases to pull data for display. The successful responder will supply one Java web application developer to work directly with existing IT management and MN.IT Services staff onsite in Roseville, MN at 1500 W HWY 36 to implement the new web application as described above. The success of this engagement is dependent on frequent interaction with other member the IT project team and the business area to communicate requirements, update status, validate implementation, and organize system integration and deployment. While remote access is a possibility, it is expected to be used infrequently and must be requested upfront at the beginning of the contract.
