Hybrid/Local UI/UX Designer with InVision, UXPin, Balsamiq, Framer.js, Quartz Composer, responsive web design, Perl, HTML5/CSS3, and Agile experience

Minimum Qualifications:
A minimum of five (5) years of experience in User Experience (UX) design and development.
A minimum of five (5) years of experience using InVision, UXPin, Balsamiq, Framer.js, Quartz Composer, or equivalent technologies.
A minimum of three (3) years of experience with responsive web design.
Experience with Java, JavaScript, Perl, XML/XSL Basic HTML5, and CSS3.
Experience working with stakeholders to understand detailed requirements and design and develop complete user experience solutions.
Experience translating business requirements to technical and UX design specifications and working with the development team to implement design best practices.
Ability to clearly and effectively communicate design processes, ideas, and solutions to technical teams, IT leadership, and non-technical stakeholders.
Strong data analysis and visualization skills.
Knowledge of Agile software development practices.
Preferred Qualifications:
A minimum of six (6) years of experience designing the best user experiences for enterprise-grade large-scale web and mobile applications.
A minimum of three (3) years of experience in implementing or utilizing best practices in UX design and development.
Experience developing code from sitemaps, wireframes, storyboards, and HTML prototypes.
Experience guiding technical teams in CSS, HTML, JavaScript, and usability topics, including responsive design strategies.
Hands-on experience with Flash, Photoshop, and Dreamweaver.
Experience with conceptual user design and user experience for complex web and mobile applications supporting health insurance marketplaces, healthcare, and/or health and human services domains.
Experience working in an Agile software development environment.
Certification in visual and/or graphic design.
Experience working with the Project Management Office (PMO) processes, policies, and procedures.
Job Description:
Duties / Responsibilities:
Demonstrate thorough knowledge of software application development methodologies, prototyping, wireframing, user flows, mockups, visual designs, usability, content/information architecture, presentation and conception of innovative solutions, and perform associated coding.
Translate concepts into wireframes and mockups that lead to intuitive user experiences.
Plan Information Architecture by organizing content and laying out application interfaces.
Create, revise, and edit graphics, screens, and pages using Adobe Photoshop, Adobe Illustrator, Axure, and similar Visual Design tools.
Plan, design, develop and implement interactions and micro-interactions using HTML, CSS, jQuery, and similar languages in front-end web and mobile app development.
Research and use the best practices in application design, form design, application interfaces, and health insurance digital design.
Facilitate product visions by researching, conceiving, wireframing, sketching, prototyping, and mocking up user experiences for the Health Benefit Exchange (HBX) web, mobile applications, chatbots, and other ancillary systems.
Design and deliver wireframes, user stories, user journeys, and mockups optimized for various devices and interfaces.
Make strategic design, development, and user-experience decisions related to core and new functions and features.
Interface with business, and IT teams to understand and translate business need into formal technical requirements, wireframes, mockups, and application code.
Develop and execute quality unit tests and integration plans/scripts to validate that application changes meet technical specifications.
Work with business teams to complete acceptance testing and participate in integration testing.
Adhere to all security, change control, and MHBE Project Management Office (PMO) policies, processes, and methodologies.

The Maryland Health Benefit Exchange (MHBE), an independent unit of state government, provides accessible, affordable health coverage to Marylanders. MHBE administers Maryland Health Connection (MHC), the state’s health insurance marketplace. Through MHC, Maryland residents explore health insurance plans, compare rates, and determine their eligibility for advanced premium tax credits (APTC), cost-sharing reductions (CSR), and public assistance programs such as Medicaid and the Maryland Children’s Health Insurance Program (MCHP).
