8 Job Specific Knowledge, Skills, and Abilities (KSAs)
The submitted candidate must be able to apply specific knowledge, skills, and abilities in the following areas:
1. Knowledge of design patterns, performance issues, and troubleshooting strategies.
2. Knowledge of development methodologies including waterfall and agile.
3. Skilled in the use of multiple development technologies including Microsoft .NET (C#), ASP.NET/MVC, WCF/WebAPI, SQL Server, JavaScript frameworks (Angular, Knockout, etc.), REST, XML, JSON, HTML, Python, and CSS.
4. Skill in architecting and deploying high volume, high transaction based, distributed, and critical web applications.
5. Skill with Microsoft SQL and other Relational Database Management Systems (RDBMS) including DB2 and SQL Server.

5 Education
Bachelor’s degree in Computer Science, Information Systems, or another related technical field, or equivalent work experience.

6 Experience
5+ years as a lead developer. 8+ years of broad experience working with development technologies including Microsoft .NET (C#), ASP.NET/MVC, WCF/WebAPI, SQL Server, JavaScript frameworks (Angular, Knockout, etc.), REST, XML, JSON, HTML, Python, and CSS.
Candidates with resumes reflecting experience converting legacy (DB2, COBOL, CA-GEN, FOCUS, etc.) to modern technology will be given preference.

7 Primary Job Duties/ Tasks
The submitted candidate must be able to perform the following duties and/or tasks:
1. Monitor service desk tickets, as well as and incoming requests, and resolve issues as assigned.
2. Perform advanced troubleshooting to determine root cause of problems and issues.
3. Identify, analyze, and resolve problems and issues using troubleshooting tools and techniques, coordinating with team members as needed.
4. Research, document, and understand FDOT business processes and technical assets, as well as their inter-relationships.
5. Provide high level of customer service by providing status and information to the customer.
6. Assist customers with development of business cases.
7. Perform application testing; fully unit test all solutions prior to User Acceptance Testing and implementation.
8. Work as a senior developer on various cross-functional application projects, ensuring that robust and scalable solutions are implemented. Collaborate with other team members and Subject Matter Experts to ensure solutions are implemented according to customer requirements.
9. Responsible for full lifecycle application development. Ensures code is written to implement the architecture and design such that it meets standards in terms of code quality and efficiency.
10. Initiate, drive, and deliver effective experiences in partnership with distributed cross-functional teams to ensure all aspects of the architectural vision are communicated, supported, and delivered to the highest standards; align development initiatives with Department development vision, strategy, and deployment.

4 Scope of Services
The Office of Comptroller (OOC), Business Systems Support Office (BSSO), is looking for an expert Developer to support the Department’s efforts with respect to documenting critical business processes, analyzing current business functions for effectiveness and efficiency opportunities, assisting in process redesign, maintenance, testing and implementing these on time and within budget. Involvement in the full systems life cycle will be required. Duties may include analyzing financial systems and dependent business processes and assisting in re-engineering in areas impacted by an ongoing business transformation. Duties may include making recommendations towards the development of new code or reuse of existing code. Duties may also include subject matter expertise for applications dealing with complex financial business processes on large cross-functional application projects. Solutions must be aligned with business and IT strategies and comply with the organization’s architectural standards.

Responsibilities may also include participation performance monitoring and must have experience in systems analysis, design, and a solid understanding of development and quality assurance and integration technologies.
