Job Description:
The NC Department of Health and Human Services (DHHS) is seeking an experienced IT Project Program Manager with in-depth knowledge of public health to lead an IT data modernization and transformation effort for DPH. This lead management role will work with multiple internal and external stakeholders, project teams, divisions, departments, and vendors to strategize and build a strategic road map and plan that supports the DPH’s data modernization objectives. This position will interact with all levels of staff in DHHS including executive staff. working with senior-level business executives, IT personnel, business program resources and Vendor staff to execute project requirements and manage stakeholder expectations. This position will manage the day-to-day activities for the project and complete all input into the State Project Management (Touchdown) system as needed.
Responsibilities include but are not limited to:
•. Work closely with program and project sponsors, PPMs, to identify and prioritize initiatives at a division level
•. Establish and implement a governance model for the DPH data modernization program
•. Collaborate with business and IT leaders along with, Project Portfolio Manager, and other staff to develop and prioritize identified efforts and develop modernization roadmap for DPH
•. Determine data needs and support all the activities needed for the development of the Dashboard Visualization needed by the division
•. Collaborate with stakeholders to develop the plan to deliver business intelligence solutions, dashboards and data visualizations.
•. Work with business and cross-functional teams to develop Business Case and Cost Benefit analysis for prioritized initiatives within the program
•. Manage and obtain various DHHS and state approvals for initiating projects within the program
•. Developing and maintaining detailed project schedule, budget and monitoring expenditures
•. Participates in the development of Statements of Work (SOW) and Request for Proposal (RFP) in collaboration with the business and other agency teams for projects within the program
•. Manage multiple Vendor engagement
•. Identify key requirements needed from cross-functional teams and Vendors
•. Developing and maintaining all required project management artifacts following State, DHHS and PMBOK guidelines
•. Managing scope, resources, timelines, costs/budget, quality, communication, and procurements to meet the goals of the State
•. Work with other program managers to identify risks and opportunities across multiple projects within the department
•. Manage budget and funding channels for maximum productivity
•. Working with business stakeholders to develop necessary project management, change management, risk management, rollout, and training plans
•. Working with the technical team to ensure technical readiness during implementation and supervising implementation activities
•. Developing and maintaining all required State CIO project documentation
•. Tracks, maintains and present program/project details, progress, status, risk and other relevant topics to senior and executive management

•. Proven ability to conceive and promote a strategic vision for data modernization and data management
•. Extensive Program/project management experience, planning and managing large complex technology business programs/projects
•. Exposure to modern data architecture, data lake, data warehouse, and relational database structures
•. Proven ability to work in a technically diverse environment with an assortment of products, platforms and services
•. Experience with on-site, off-site and cloud-based database solutions
•. The selected candidate must be a results-oriented individual with a strong work ethic and must be able to demonstrate excellent leadership, negotiation, time management, facilitation, and organizational skills
•. Experience in the management of multiple projects that may be in significantly different stages of development or have differing timelines and priorities
•. Ability to create simple to complex project plans, timelines and work breakdown structures using project management tools
•. Must have proficiency in project management, agile, scrum, and kanban software tools
•. Must have strategic planning skills with good understanding of roadmap development
•. Experience in communicating in a fashion tailored the audience and their needs
•. Excellent written communication and presentation skills
•. Demonstrates experience in working effectively with all levels of staff, clients and other IT personnel
•. Experience in the responsibility for acquiring and utilizing the necessary resources and skills, within agreed parameters of cost, timeframes and quality for a program
•. Ability to identify and plan systematic corrective action to reduce errors and improve the quality of the systems and services, by examination of the root causes of problems
•. Demonstrated ability to provide advice, assistance and leadership in improving the quality of IT projects, by focusing on program definition, management, repeatability and measurement
•. Ability to build, influence, lead and motivate effective teams towards end results
•. The ideal candidate would also have knowledge or experience managing projects for deploying systems using the Agile methodologies
