9 General Knowledge Skills and Abilities (KSAs)
The submitted candidate must be able to apply common knowledge, skills, and abilities in the following areas:

5 Education
Bachelor’s or Master’s Degree in Computer Science, Information Systems, or other related field. Work experience can substitute on a year for year basis for the degree.

6 Experience
In addition to job family experience, candidate must also have a minimum of 20+ years as a software architect or lead developer, with broad experience working with development technologies. 15+ years of broad experience working with CA Gen, Classic ASP, and DB2 for z/OS.

Candidates with resumes reflecting experience with Informatica Cloud Data Integration will be given preference.

7 Primary Job Duties/ Tasks
The submitted candidate must be able to perform the following duties and/or tasks:
1. Provide subject matter expertise for applications dealing with complex financial business processes on large cross-functional application projects, ensuring that robust and scalable solutions are implemented.
2. Provide guidance and oversight to quality assurance on modernization of existing systems from inception through integration, staging, and production environments.
3. Identify, analyze, and resolve problems as a team, providing guidance through the use of troubleshooting tools and techniques.
4. Work with the team toward continuous improvement; may include design, definition of roadmaps, standardization of processes and methodologies; collaborate with other developers and architects to drive guidelines, methodologies, and documentation.
5. Work in partnership with distributed cross-functional teams to ensure all aspects of the project are communicated, supported, and delivered to the highest standards.
6. Develop and apply knowledge of trends, relevant software development technologies, and methodologies.
7. Produce end-state solution mockups based on analysis of modernization approach for applications and reports.
8. Provide oversight to quality assurance on all code enhancements.
9. Provide hands-on support to peers, coach, guide, and mentor others in accomplishing architecture, design, and implementation goals.
10. Drive continuous modernization; may include design, definition of roadmaps, standardization of processes and methodologies; collaborate with other developers and architects to drive guidelines, methodologies, and documentation.
11. Initiate, drive, and deliver effective experiences in partnership with distributed cross-functional teams to ensure all aspects of the architectural vision are communicated, supported, and delivered to the highest standards; align core .NET based platform development initiatives with Department development vision, strategy, and deployment.
12. Develop and apply knowledge of trends, relevant software development technologies, and methodologies.
13. Provide data model planning, design, implementation, and maintenance guidance to transform legacy transactional reporting environment into time-based data models to support the office’s business needs for multi-dimensional data analysis.
14. Review Florida PALM interface offerings, file definitions, and standardized business processes to determine remediation required for Department financial related computing assets. Address dependencies with other interfacing computer applications.
15. Detail data element inputs and outputs with other systems interfacing with applications impacted by the Florida PALM transition efforts. Inputs can include manual data entry, direct access to other systems, and batch uploads. Outputs can include data extracts, direct access to data from other systems, and reports.
16. Develop testing strategies, data scenarios, and test plans to ensure computing asset modifications are tested properly beginning with unit testing and extending through Florida PALM cycle testing phases.

8 Job Specific Knowledge, Skills, and Abilities (KSAs)
The submitted candidate must be able to apply common knowledge, skills, and abilities in the following areas:
1. Knowledge of Department of Transportation Financial Management business processes and systems such as Work Program Administration and Project Cost Management, as well as the Florida PALM system and its integration with FM financial systems.
2. Knowledge of terminology and concepts of DB2 for z/OS or similar relational databases, including SQL proficiency, and familiarity with cloud architecture and data integration.
3. Proficient with Computer Associates’ CA Gen workstation toolset for web server, online, and batch procedures, and experience with modern development tools and platforms.
4. Knowledge of IBM Z-Server, CICS, JCL, and COBOL, as well as modern programming languages and frameworks.
5. Knowledge of Informatica suite of data integration and governance tools like PowerCenter and Cloud Data Integration, and experience with data warehousing initiatives.
6. Experience with the management, development and maintenance of software systems dealing with complex financial business processes, including the transition to cloud-based solutions.
7. Skilled in verbal and written communication, interpersonal, conflict resolution, and customer service, with the ability to liaise between multiple offices and stakeholders.
8. Ability to conduct and oversee complex systems analysis and translate user requirements into business solutions, including the review and remediation of existing systems.
9. Ability to integrate research and best practices into problem avoidance and continuous improvement, with a focus on modernization and alignment with the state’s cloud-first policy.
10. Ability to effectively communicate and lead development teams, providing guidance in decision-making on high-level design choices and technical standards.
11. Skill in architecting and deploying high volume, high transaction-based, distributed, and redundant web applications, with a focus on scalability and robustness.
12. Skill with Relational Database Management Systems (RDBMS) including IBM DB2, Oracle, and Microsoft SQL Server, and experience with data model planning and transformation.
13. Ability to balance multiple demands and work both independently and as part of a team, with a high degree of efficiency.
14. Ability to display professionalism in dealing with all levels of management and staff, acting as an internal consultant, advocate, mentor, and change agent.
15. Ability to exhibit creativity and resourcefulness at problem-solving while collaborating and working effectively with others across varied disciplines, including cross-functional teams.
16. Ability to develop and manage information systems documentation in accordance with the Department’s standards, ensuring alignment with the Office of Information Technology strategic plan.
