Hybrid/Local Govt Agile PM (CSM/PMP) with Agile/Scrum/Kanban, User Stories, BPR, Jira, ServiceNow, Azure DevOps and financial systems/accounting experience

A minimum of 7 years of IT work experience, including 4 or more years managing projects. Experience with projects in multiple technologies and functions.
Candidates with Certified Scrum Master & Project Management Professional Certificates will be given preference for this position.
Bachelor’s Degree in Computer Science, Information Systems, Business Administration, or other related field. Or equivalent work experience. Project Management certification or successful completion of a recognized project management curriculum is preferred.

Job Specific Knowledge, Skills, and Abilities (KSAs)
1. Understanding of SDLC and development methodologies including SCRUM and Agile.
2. Understanding of and ability to create project artifacts and documents from undocumented processes and applications.
3. Understanding of the Sprint Cycle, SCRUM artifacts, and development work on a Kanban Board.
4. Collaboration and soft skills to collaborate, coordinate, and communicate with stakeholders at multiple levels.
5. Ability to understand and document development work to create User Stories and report on development progress.
6. Ability to identify potential process, application, and project improvements, and document and implement changes as requested by Business Users.
Preferred KSAs:
7. Extensive knowledge of Scrum and Agile practices both in theory and practice.
8. Ability to lead development team members both as a team and individually.
9. Proficiency with Kanban Board applications like Jira, ServiceNow, or Microsoft Azure DevOps.
10. Proficiency in creating documents, diagrams, or write ups from undocumented processes or applications.
11. Knowledge of financial systems and financial accounting.

Primary Job Duties/ Tasks
The submitted candidate must be able to perform the following duties and/or tasks. Duties of the selected candidate will include, but not be limited to:
1. Assist with defining and documenting project scope, objectives, and desired outcomes.
2. Assist with identifying and managing stakeholder expectations.
3. Assist with design of a work plan for project and for individual team members.
4. Assist with creation and maintenance of Project Schedule and Operational Work Plan.
5. Provide training and mentoring to team members when needed.
6. Provide project and progress updates to stakeholders including the details and frequency dictated by the project.
7. Perform regular assessment of project and development team execution to identify areas for improvement and participate in strategy sessions to facilitate improvement.
8. Identify documentation needs for the project, development team, and agency and participate in strategy sessions to facilitate and implement improvement.
9. Manage, collaborate, and coordinate between cross functional and cross agency teams.
10. Facilitating Project Meetings and Scrum Events, including:
a. Daily Stand Ups
b. Sprint Planning
c. Sprint Review
d. Sprint Retrospectives
e. Sprint Demos
f. Backlog Grooming
11. Provide an example of Scrum practices and guidelines to the development team(s).
12. Promote continuous improvement within the development team.
13. Remove obstacles to development work for the project team and act as a barrier to limit distractions.
14. Gathering and documenting requirements as Acceptance Criteria.
15. Collaborating with business users and developers to create user stories that accurately capture business needs and technical details.
