8 Job Specific Knowledge, Skills, and Abilities (KSAs)
The submitted candidate must be able to apply common knowledge, skills, and abilities in the following areas:
1. Knowledge of the Office of Work Program and Budget (OWPB) application and reporting environment, as well as the Florida PALM system and its integration with OWPB financial systems.
2. Knowledge of terminology and concepts of relational databases, including advanced SQL proficiency, and familiarity with cloud architecture and data integration.
3. Proficient with modern development tools and platforms such as Azure DevOps, Visual Studio and SQL Server Management Studio.
4. Knowledge of FOCUS and WebFOCUS, as well as modern programming languages and frameworks.
5. Knowledge of Informatica suite of data integration and governance tools like PowerCenter and Cloud Data Integration, and experience with data warehousing initiatives.
6. Experience with the management, development, and maintenance of software systems dealing with complex financial business processes, including the transition to cloud-based solutions.

Description:
The candidate will interface with development teams in the areas of technical direction, future architecture, and standard development practices. Additionally, the candidate will participate in budgeting discussions as required and quality improvement activities for the development organization.
The candidate is responsible for performing development activities and must be knowledgeable of the department’s technical architecture and work program/financial management IT assets.
The candidate must be able to liaison between OWPB, OIT and OOC team members, customers, and management in supporting the Florida PALM and FM enterprise technical needs. Provides guidance in decision making on high-level design choices and technical standards, including software coding standards, tools, and platforms. Develops and coordinates the definition, prioritization, coding, and testing of system changes and enhancements. Must be able to use a variety of platforms, with a high degree of efficiency, ranging from old to state-of-the-art, to provide automated systems applications to customers. Act as an internal consultant, advocate, mentor, and change agent to team members and the office. Collaborates with leadership to develop tactical strategy in the planning, design, implementation, and maintenance of data warehousing initiatives.
5 Education
Bachelor’s or Master’s Degree in Computer Science, Information Systems, or other related field. Work experience can substitute on a year for year basis for the degree.
6 Experience
In addition to job family experience, candidate must have a minimum of 20+ years as a software architect or lead developer, with broad experience working with development technologies. 15+ years of broad experience working with SQL Server, Classic ASP, and Microsoft C# MVC.
Candidates with resumes reflecting experience with Azure SQL Server and Azure DevOps are preferred.
7 Primary Job Duties/ Tasks
The submitted candidate must be able to perform the following duties and/or tasks:
1. Plan, organize, conduct, and coordinate systems analysis and applications development activities through direct and indirect staff, ensuring alignment with the Florida PALM system and the state’s cloud-first policy where applicable.
2. Guide the Office of Work Program and Budget (OWPB) in their transition to the Florida PALM system, including the review of as-is business processes, remediation strategies, reengineering, design, and integration with FM financial systems.
3. Provide detailed analysis of complex FM architecture and business functions to prepare efficiency opportunities, assisting in process redesign, data integration, data governance, and system modernization as applicable.
4. Support continued business systems improvements related to the Financial Management Suite of Systems (FM) as they are used to support OWPB.
5. Provide application design, architecture, and system integration recommendations based on OIT and OWPB information technology strategy and the Office of Information Technology strategic plan.
6. Direct development teams in the areas of technical direction, future architecture, and standard development practices.
7. Participate in budgeting discussions as required and quality improvement activities for the office.

17. Detail data element inputs and outputs with other systems interfacing with applications impacted by the Florida PALM transition efforts.
18. Develop testing strategies, data scenarios, and test plans to ensure computing asset modifications are tested properly beginning with unit testing and extending through Florida PALM cycle testing phases.
