The North Carolina Accounting System (NCAS), which is the legacy accounting system used by most state agencies within North Carolina government is currently being upgraded to the North Carolina Financial System (NCFS). The NCAS system is based on mainframe technology and utilizes batched based flat file data transfers. The NCFS system will be based on Oracle Software as a Service (SaaS) and utilizes Application Programing Interfaces (APIs). NCDHHS systems currently interface with NCAS.
NCDHHS will need to upgrade the interfaces for a case management system and client relationship management system from interfacing with NCAS to NCFS. This senior technical Business Analyst role will work with the business, vendors, and other stakeholders to document the gap in functionalities for implementation of new interfaces, support the business process and technical business analysis. The BA will use N.C. Department of Information Technology Business Analysis Team tools and templates to document requirements. The project will be utilizing the agile methodology. RESPONSIBILITIES
•Develop a strong understanding of the functions, uses, and requirements for NCAS and NCFS
•Identify and document detailed current and future state process workflows using BPM standards
•Identify and document detailed data flow diagrams
•Document gap analysis and develops the following documents: business process models, use cases, wireframes, entity relationship diagrams, data dictionaries, system context diagrams
•Efficiently integrating new systems, programs, and applications, with business operations and services
•Gather and document business requirements and functional requirements needed for procurement documents
•Assisting in performing functional and integrated testing
•Preparing and maintaining project documentation and artifacts including analysis, reports, and user documentation
•Working with project manager, developers, and end-users to ensure application designs meet business requirements
•Providing UAT support, including developing test scenarios and cases using DHHS methodology
•Supporting required system go-live activities
•Track delivery and review/approval progress of each deliverable in accordance with approved Project Work Plan and RAM
•Attending PMO meetings Employee will perform other related work as required
The employee will travel in the local Raleigh area to attend meetings as needed KNOWLEDGE, SKILLS AND ABILITIES / COMPETENCIES
•Demonstrated experience participating in the documentation of functional requirements and technical specifications for existing and new applications
•Extensive experience in technical business analysis in a related industry, Federal, or State Government
•Gathering and documenting business and functional requirements suitable for procurement documentation
•Strong writing and communication skills
•Good understanding of fiscal and accounting terminologies
•Collaboration and relationship-building with their team members and clients
