Qualifications
● A Scrum Master certification is required
● At least 3 years of prior experience in leading scrum and being on a scrum team
● Ability to analyze and think quickly and to resolve conflict
● Knowledgeable in techniques to fill in gaps and remove barriers for the scrum team.
● Ability to determine what is scrum and what is not
● Experience with successful Agile techniques
● Ability to work with and lead a team
● Strong communication, interpersonal and mentoring skills
● Ability to adapt to a changing environment
● Self-motivation and ability to stay focused in the middle of distraction
Experience
· Must have 3-5 years of recent experience (current and going back) of being a scrum master

The Utah State Hospital (USH) and Department of Technology Services (DTS – State of Utah entity that provides technology services at Utah State Hospital ) are developing new modules in and are migrating modules from an existing system called eChart (PowerBuilder based) to web
using .Net, C#, Microsoft Blazor, and Microsoft SQL Server technologies. USH is hiring a Scrum Master to assist with this effort by overseeing the scrum process. The incumbent should be experienced in Agile development methodology and Scrum and be able to mentor others in
the process.
The Scope of Work is for the Scrum Master to provide services, on a fee for hourly services rendered basis, to migrate Utah State Hospital’s eChart information system to Web (.Net and associated technologies) and also to design entirely new systems in Web (.Net and associated
technologies). Hourly rates are fully loaded (includes all costs to provide the consulting services on-site at the Utah State Hospital facilities)

Organizational Context
Utah State Hospital is a mental health treatment facility. Utah State Hospital uses PowerBuilder based eChart system and the .Net based web apps for collecting and managing information related to all aspects of patient treatment at the hospital. Utah State Hospital has been, for a while, in the process of migrating modules from eChart to web based apps as part of cloud modernization. This latest effort, involving the new Scrum Master, is to accelerate the cloud modernization process.
Core Responsibilities
● Lead the scrum team in using Agile methodology and scrum practices
● Coordinate with the product owner and development team to achieve customer satisfaction
● Lead the scrum process and help development team(s) in self-organization
● Help the development team(s) to follow the Agile framework
● Resolve conflicts and issues that occur between product owners/business side and the development team(s)
● Help the scrum team achieve higher levels of agile maturity.
● Support the product owner and provide education where needed
