Bachelors in IT, Business or equivalent experience

•Advanced management skills.
•Direct experience managing large, multi-vendor system integration projects in Medicaid and/or human services bureaucracy organizations.
DAILY DUTIES / RESPONSIBILITIES:
Within project schedules and other defined deadlines, candidate will provide functional and technical services including:
•Performs fundamental supervisory and leadership functions in accordance with Department policies and procedures, best practices and Federal and State rules and regulations, especially with regard to Equal Employment Opportunity Commission (EEOC) standards. Maintains an effective organizational team and motivates diverse staff to accomplish mission critical operations and objectives. Promotes workforce engagement.
•Directs the RMMIS and MES Program by defining project objectives and scope by reviewing the MITA Standards and related regulations in order to determine time frames, available funding, procedures and various phases of the project life cycle. Manages and directs the program to ensure compliance with State and Federal regulations and awards. Direct Management of solution providers, MVI and MES vendors (in house and external vendors).
•Strategic coordination of all project level contributions to the overall program effort utilizing MVI Project Management and System Integration tools, Enterprise Architecture standards and DHHS sanctioned governance standards. This includes collaboration with SCDHHS Deputy Directors, Functional process owners, Information Security, PMO, Data Governance, Legacy MMIS, and other Medicaid Program and Service Providers.
•Responsible for building the leadership team at the program and project level by implementing concept of product ownership at both the module and enterprise level. Effective communication and risk management in conjunction with IV&V at the program level and Oversight Committees at the Enterprise level.
•Under CIO’s leadership and discretion, leads RMMIS AND MES governance bodies. Examples include monthly Executive Oversight Committee and weekly Program Performance Meetings. The role is administrative in nature and will not have any voting authority.
•Directs Organizational Change Management efforts for all stakeholder groups, internal and external. This includes leading Stakeholder Outreach and Benefits Realization projects.
•Develops the program budget and manages expenses within the allocated budget.
•Develops and implements a plan for communication throughout the agency, including local staff, and outside entities or state agencies who may be involved. In conjunction with the Office of Communications, provides regular updates and status reports to federal entities, agency management and executive staff.
•Directs management of the Multivendor Integrator (MVI) vendor (included Project Management, Systems Planning, Systems Integrator(s), and Modular Vendor implementation teams).
•MONITORS AND EVALUATES ALL PROGRAMS AND VENDORS ASSOCIATED WITH BOTH THE RMMIS PROGRAM AND MES AND PROVIDES GUIDANCE ON AREAS WHERE IMPROVEMENT MAY BE NECESSARY.
•ASSISTS CIO IN ALL RMMIS AND MES PROGRAM PERSONNEL RECRUITING AND PROVIDES STAFFING RECOMMENDATIONS TO THE CIO FOR BOTH CONTRACTOR AND STATE EMPLOYEES. ALL PERSONNEL DECISIONS REST WITH THE CIO.
•ASSISTS IN DEVELOPING ALL RMMIS AND MES RELATED RFP’S AND SERVES ON EVALUATION COMMITTEE AS A SUBJECT MATTER EXPERT (SME) FOR RFP SUBMISSIONS. HAS NO VOTING AUTHORITY.
•Seeks opportunities for professional development for self and key program staff. Opportunities could be conferences related to HIT/MMIS/DHHS/Enterprise Architecture, certification courses related to job trainings or senior management skills.
