The Health and Human Services Commission (HHSC) Claims Management Division (CMD) is responsible for overseeing the Electronic Visit Verification (EVV) Program. EVV is a computer-based system that verifies the occurrence of authorized personal attendant service visits by electronically documenting the precise time a service delivery visit begins and ends. Texas requires EVV for certain Medicaid funded home and community-based services provided through HHSC and managed care organizations (MCOs).
The project scope of work will involve managing multiple business and automation projects for the HHSC EVV Program. The scope includes projects to enhance or modify the Texas EVV business process and systems in response to the 21st Century Cures Act Expansion in 2021; develop plans for Phase 2 of the Cures Act in 2023 for new program providers; and complete required ongoing compliance reporting to the Centers for Medicare & Medicaid Services (CMS). The Worker will oversee the expansion of state-directed Proprietary System Operators (PSOs) who are in stages of implementation; readiness reviews and onboarding of their own EVV system in 2021; and PSO business rules. The Worker will coordinate and oversee 10,000 hours of EVV enhancements with the Texas Medicaid & Healthcare Partnership (TMHP) Base Enhancement Team, and direct defect management and reporting with TMHP and EVV system vendors. Assigned projects will require advanced technical expertise; ability to perform business process analysis; manage multiple competing projects for resources and budget; communicate information to various audiences; and the ability to coordinate with internal and external stakeholders to achieve business objectives.
The Worker will coordinate all phases of assigned initiatives and projects, ensuring the state receives a quality product that meets the desired operational and technical requirements expected from each project. As a project manager, the Worker will:
· Analyze, coordinate and oversee EVV business process and technology related initiatives with stakeholders;
· Monitor project-related readiness reviews with PSOs, TMHP user acceptance testing with HHSC Product Owner(s), implementation of enhancements with TMHP and EVV system vendors, and post-implementation activities;
· Apply knowledge, skills, and experience to ensure successful completion of initiatives and projects;
· Identify project priorities, coordinate with state management to assign resources, coordinate with other project managers to establish timelines, and communicate project expectations across multiple projects to state management at all levels;
· Communicate with various internal and external audiences including program staff, contractors, technical staff, providers, PSOs and TMHP staff.
The Worker will coordinate meetings, document decisions, and plan deliverables for each project as required. The Worker will ensure that projects are on schedule and advise management of any conflicts, risks or issues that may result in not achieving deadlines.
The services to be provided include, but are not limited to the following:
A. Provide knowledgeable coordination and analysis to EVV business process and technology projects.
B. Provide strategic business process and technical vision for systems and system enhancements.
C. Present project updates, recommendations, and key decisions to executive management.
D. Work with HHSC program staff and team to analyze and document the business processes and requirements.
E. Understand business and technical objectives of the EVV program and associated projects.
F. Monitor project work plan; budget and schedule via appropriate metrics through coordination with the current project managers.
G. Set deadlines, assign responsibilities, and monitor and summarize progress of the EVV Program and associated projects.
H. Build an effective team, assigns tasks to team members, and evaluates outcomes.
I. Coordinate with project leads, HHSC program and other subject-matter experts, contractor representatives, and other state agency representatives as required to ensure necessary tasks, deliverables and timelines for projects are completed.
J. Organize project work sessions as needed to include multiple departments.
K. Document risks and develop mitigation plans.
L. Identify, track, and ensure resolution of issues and removal of barriers.
M. Respond to inquiries from internal and external stakeholders.
N. Document reporting requirements and program decisions.
O. Based on set intervals, complete reporting for the Project Management and Repository System (PMRS), Quality Assurance Team (QAT), and Post-Implementation Review of Business Outcomes (PIRBO).
P. Ensure that the project plan maintains tasks, schedules, and status updates as well as disseminates information to team members and customers.
Q. Organize and manage work on internal projects as assigned.
R. Other duties as assigned.
