The NC Department of Health and Human Services (DHHS) is seeking a short-term Sr. Project Manager to lead the procurement and implementation of complex IT Project(s)

The NC Department of Health and Human Services (DHHS) is a senior project manager to manage the procurement and implementation of a statewide IT project. This lead project management role will be responsible for all aspects of project management for the Child and Adult Care Food Program technology procurement, to include: RFP development/technical writing; business process-re-engineering; business analysis; project management of time, costs, and scope; project planning; communication plan including external stakeholders; allocating tasks and setting milestones; requirements development and documentation; gap analysis; data mapping; data conversion management; management of risks and issues; change management; reporting and documentation; tracking deliverables; vendor management; and managing project team resources.. This position will manage the day to day activities for the project and complete all input to the State Project Management (Touchdown) system.
Required skills include:
1. Must have 7+ years recent Project Manager experience.
2. Must have demonstrated experience working with USDA Food and Nutrition Services programs, specifically work experience must be in one or more of the following programs: Women, Infants and Children’s Program (WIC), Child and Adult Care Food Program (CACFP), National School Lunch Program (NSLP).
3. Must have theoretical and practical project management knowledge.
4. Must have practical knowledge of project techniques and tools.
5. Must have excellent written and oral communication skills.
6. Must have experience writing RFPs/technical writing.
7. Must be able to able to gather requirements and experience with business analysis.
8. Must have strategic planning skills.
9. Must have risk management and change management skills.
10. Must have proficiency in project software tools.
