4.Strong data modeling and database design experience
PREFERRED SKILLS (RANK IN ORDER OF IMPORTANCE):
1.Prior experience in working with query languages, probability tools, data analytics tools and business intelligence tools
2.Prior experience with South Carolina Medicaid, Social Services, or similar public benefit programs
REQUIRED EDUCATION/CERTIFICATIONS:
1.College Degree required. Preference will be given to, in no particular order:
a.BS degree in Computer Science, Applied Math or similar discipline.
PREFERRED EDUCATION/CERTIFICATIONS:
1.Master’s degree with preference given to degrees in applied mathematics, science or similar disciplines.
Required Skills:
Minimum of 10 years of experience in IT, with at least seven years in data architecture
Minimum 5 years Medicaid/MMIS or other healthcare information experience
Minimum 3 years of experience designing, developing, and implementing data management strategies
Experience with Service Oriented Architecture (SOA), web services, enterprise data management, information security, applications development, and cloud-based architectures
Hands-on experience implementing MDM, data integration, document management, BI, or data warehouse solutions
Experience in data modeling and database design
Understanding of common information architecture frameworks and information models
Desired Skills:
Familiarity with the DAMA International Guide to Data Management Body of Knowledge (DAMA DMBOK)
DAMA Certified Data Management Professional (CDMP)
Effective verbal and written communication skills, including the ability to produce written deliverables
Detailed knowledge of Medicaid, MMIS, and MITA concepts
Understanding of Agile development is a plus
Ability to analyze and resolve difficult data issues
Ability to communicate difficult concepts to technical and non-technical staff

DAILY DUTIES / RESPONSIBILITIES:
The Data Architect will help Client discover, monitor and manage information in vast amounts of data in order to make more valuable, data-based decisions to deliver the best solutions for Medicaid stakeholders.
The Data Architect will develop and review data models, apply data mining techniques, and do statistical analysis that will be integrated with both existing and future products and systems.
We are looking for candidates who are highly organized, can work independently in a fast-paced environment and can develop and manage data environments.
Key Responsibilities:
Understand the information needs of the enterprise with emphasis on executive information consumption and data that comes from or is provided to parties external to the enterprise
Develop and maintain an integrated, enterprise data model that represents essential data produced and consumed across the enterprise
Develop and maintain an enterprise-wide data management strategy
Develop, review, and approve data policies, standards, and procedures
Develop, review and monitor regulatory compliance for all data (including security)
Develop and maintain cross-references that map elements of the enterprise data model to organization, function, and process business models
Stay abreast of data management industry trends and data models and champions their potential to improve enterprise data management
Assist in the creation and management of data governance activities in alignment with portfolio management strategy
