DESCRIPTION OF SERVICES: (Required)
The Department of Information Resources (DIR) requires the services of one (1) Business Analyst hereafter referred to as Worker, who meets the general qualification of Business Analyst 3 in Emerging Technology and the specifications outlined in this document for Texas Health and Human Services (HHS) System.
The Business Analyst is an Information Technology (IT) position and will be a part of the project to implement an application workflow process for the Long-term Care Architectural Review Unit, in the existing Regulatory Services Salesforce platform, as well as tying into existing functionality with Texas.gov to receive application fee payments. This position will define the project requirements by establishing themes, epics, user stories and features that make up the product backlog. This position will assist with writing and executing test scripts. This project will be performed in collaboration with the Long-Term Care Regulatory Services program within the Health and Human Services System’s business domain.
The workers responsibilities and skills must include:
· Gathering business, functional and non-function requirements.
· Defining product themes, epics, user stories and product features
· Facilitating prioritization sessions for the product backlog.
· Facilitating sprint planning sessions to establish a sprint backlog.
· Documenting requirements and system design using approved agency formats.
· Being a creative thinker to solve application issues.
· Mediating business units that may have conflicting requirements.
· Assisting in the translation of business requirements into detailed technical specification
· Facilitating and documenting AS-IS and TO-BE process flows
· Writing test cases and scripts to validate code is working as documented.
