REQUIRED SKILLS (RANK IN ORDER OF IMPORTANCE):
– 1 year of Business Analysis experience with SCEIS SRM
– 3 years of experience in government IT projects as a business/systems analyst or performing related duties
– 3 years of experience gathering and documenting business rules, requirements, and processes
– English fluency – written and verbal
– Excellent written and verbal communication skills
– Ability to gather business rules, requirements, and processes by interviewing business users and stakeholders and mining from documents, federal/state rules and regulations, etc.
– Knowledge of formal business process documentation including best practices.
– Understanding of business process modeling, including ability to utilize graphical process modeling tools
– Ability to effectively and professionally communicate with staff at all levels including executive leadership, middle management, front-line supervisors, and front-line workers

Job Description:
experienced the loss of important subject matter expertise related to processes and systems. A business analyst is needed to review and document processes related to the South Carolina Enterprise Information System (SCEIS) Supplier Relationship Management (SRM) and procurement practices, in general. The intent is to not only document the processes unique to SCDHHS but to have this result in process improvements, documented system training and knowledge transfer.
OBJECTIVES TO BE FULFILLED BY CANDIDATE:
Specific duties include:
– Serves as a liaison between the Procurement and Administration Office and the SCEIS SRM organization to provide technical solutions to meet user needs.
– Possesses expertise in the procurement and administration areas, as well as an understanding of the IT organization’s systems and capabilities.
– Analyzes procurement and administration operations to determine opportunities for process improvements and automation.
– Assists in the business process redesign and documentation as needed for new and existing technology.
– Possesses an understanding of technological trends and uses this knowledge to bring solutions to business units supported to enhance the enterprise’s competitive edge.
– Attends assigned trainings and performs other duties as assigned
