Expectations
The selected project manager (PM) will work under the direction of the LGO staff with respect to the implementation project.
The PM will be expected to assist in the management of the project’s deliverables, timelines, requirement clarification, etc. Coordination with the disparate groups involved in the implementation will be a key factor. These groups include
•LGO staff
•County Implementation Committee
•PCC (vendor) implementation staff
•DTS development staff
•AGRC development staff (as necessary)
•Staff from other external sources of required data

Timely and effective communication with stakeholders will be crucial. The PM will need to be able to comfortably communicate with executives and technical staff alike.
Background
The Utah elections community has been using VISTA, a single, home-grown election management system (EMS) since about 2005. The system has been in a constant state of development which has left little time to keep the system current in latest trends in software development and security.
In 2019, the Lt. governor’s office (LGO) conducted a request for procurement (RFP) to determine alternatives available to upgrade or replace the aging system. Ultimately, ElectioNet, a commercial product from PCC was selected to replace VISTA as Utah’s next EMS.
While the product is a complete solution, there is significant work to interface external data sources to the new system, prepare and migrate existing data to the new system, and configure the system to meet Utah’s election law. The LGO has determined that it is in our best interest to secure an independent project manager to ensure the likelihood of project success.
