This is technical and analytical work in developing, designing, and/or supporting applications for the business, research, and/or instructional functions of clients. Formulates and develops application system scope and objectives and provides detailed specifications for programming. This role develops or modifies solutions for more complex projects and may provide guidance and training to other analyst and technicians. This position will apply basic principles of informatics that govern communications systems, clinical decisions, information retrieval, telemedicine, bioinformatics and evidence-based medicine for the purpose of information exchange. Person should be a quick learner who is able to work independently as well as in a team environment.
Must possess interpersonal skills required for managing group discussion and decision-making processes, including diplomacy, conflict resolution, and ability to encourage group participation.
Knowledge, Skills, and Abilities
•Substantial knowledge to provide system administration duties, system analysis and programming, and extensive knowledge of relational databases and business enterprise systems.
•Substantial knowledge of specific computer environments and a broad range of programming languages with ability to learn emerging programming languages. (Implementation experience with JAVA, C/C++/C#, JavaScript, XML, .Net, Java, Python Scripting, Arcade, and SQL.)

•Familiarity with and work knowledge of a variety of HER providers and medical systems including electronic medical record vendors (such as Epic/CRStar) and have a working knowledge of the industry standards code sets, such as HL7, ICD-9/10, CPT , SNOMED, LOINC, and FIPS codes.
•Implementation experience with JavaScript, XML, HL7 (V2 and V3) and data exchange interface engines such as Rhapsody for mapping and moving clinical data between systems in near real time.
•It is the incumbent’s responsibility to develop error-trapping routines into his/her applications and workflow processes and to have his/her work checked by other Branch staff for data reliability, logical consistency and proper application of GIS techniques.
•The incumbent will be solely responsible for the development of written documentation for each application/dashboard or other visualization. This documentation must describe project tracking. The incumbent is also responsible for creating Federal Geographic Data Committee (FGDC) compliant metadata for any spatial data set used and/or developed.
•Applications will be developed to automate lengthy GIS/spatial analysis procedures, to produce output in the form of reports, maps, and dashboards, and to produce summary statistics.
•Coordinate with CCR ePath Analyst to route cancer files securely to CCR via existing AIMS(APHL Informatics Messaging Services) production feed.
•Work with CDC, APHL team and ePath Analyst at the CCR to onboard additional pathology labs on AIMS cloud platform and test to ensure successful data transmission.
•Participate on national conference calls, and data modernization initiatives as needed and assigned. Work with Data modernization coordinator to upgrade data systems to increase efficiency.
Educational Background
Graduation from a four-year college or university with a degree in information technology, informatics, engineering, telecommunications, computer science, or a field closely related to the nature of the position and four years of progressive experience in the field of information technology directly related to programming.
