The Governors office is seeking a Technical PM to support a state wide Covid project. The contractor selected will work with several agencies including VDEM. They will be onsite at VDEM.

This position serves as the supervisor and technical lead on data architecture and data pipeline development projects designed to acquire and transform large volumes of multi-structured data, from multiple systems, into a format suitable for analysis by data science staff.

Responsibilities include: leading the successful design, construction, and operation of analytics-ready, big-data production capabilities; supervising assigned data architect and data engineer project staff; working with data community partners, officials, senior managers, and data science staff to define data project deliverables; establishing milestones and assigning and leading work responsibilities; completing projects to specification, on schedule and within budget; and preparing reports and presentations on work products.
This position also serves as an Office of Data Governance and Analytics technical IT leader in analyzing and determining data flow and structural requirements for large data sets and related software applications. PMP is not required but is highly preferred.

Competencies Required:
•The demonstrated ability to organize and execute big-data development projects that produce analytics-ready data that is responsive to the requirements of data science staff and client data users. The demonstrated ability to lead and supervise the work of data architects and data engineers to design and build technology solutions for data acquisition, processing, and storage; and to ensure data quality, integrity, and security throughout the data management system. The demonstrated ability to collaborate successfully with business partners, technical staff, managers, and officials; to implement effective project management processes, strategies, and methods; and to compose and deliver persuasive oral and written communications on data project issues.

•An extensive knowledge of data architecture, data engineering, and business and technology issues related to the design, development, and management of data assets, and of IT project planning, organization, and supervision. An extensive knowledge of data governance and security practices; and of technologies, programming and scripting languages, and data tools associated with big-data processing projects. Considerable skill in the use of a personal computer with MS Office or similar business software packages.
