4. CONTRACTOR QUALIFICATIONS AND EXPERIENCE:
Contractor staff assigned to this agreement must possess the following minimum qualifications and experience:
4.1. NET Related Experience
4.1.1. 14 years of experience with the following technologies and products: object-oriented and object- relational design and development, web technologies, XML, HTML, MS SQL, Microsoft .Net (VB.Net, C#.Net, ASP.Net), MS Visual Studio 2008 and 2012.
4.1.2. 17 years of experience with modifying, developing, designing, and maintaining .NET applications to meet design and change specifications.
4.1.3. 17 years of experience with MS versioning tool.
4.1.4. 17 years of experience with creating and maintaining technical documentation for all development tasks.
4.1.5. 15 years of experience in leading small and big development teams.
4.1.6. 14 years of experience in participating/leading Joint Application Development (JAD) meetings to gather business and functional requirements from key stake holders.
4.1.7. 14 years of experience in creating technical architecture specifications, .NET and SQL coding standards, and code reviews.
4.1.8. 14 years of experience in creating and managing crystal reports.

4.2. MS SQL Related Experience
4.2.1. 13 years of experience with MS SQL products inclusive of MS SQL 2008/ 2012.
4.2.2. 13 years of experience as an MS SQL data modeler inclusive of data design/modeling, monitoring, and performance tuning.
4.2.3. 13 years of experience with SQL programming inclusive of stored procedures, functions, and triggers etc.
4.2.4. 13 years of experience with SQL relational databases, OLTP and DSS, serving in high performance, service-oriented, multi-tiered environments.
4.2.5. 13 years of experience with configuration management for SQL database objects.
4.2.6. 13 years of experience with database design tools including ERStudio.
4.2.7. 11 years of experience in creating and restoring database backups.
4.2.8. 7 years of experience in performing database administrator tasks.
4.3. Enterprise Platform and Project Related Experience
4.3.1. 13 years of experience in change management best practices, serving in a code promotion role in partnership with development team.
4.3.2. 13 years of experience in Web application server system administration, monitoring, troubleshooting, and performance tuning.
4.3.3. 13 years of experience in developing and maintaining detailed project plans (work breakdown structures).
4.3.4. 13 years of experience using Microsoft Project to track and maintain projects.
4.3.5. 12 years of experience in working/managing MS Team Foundation Server
4.3.6. 14 years of experience in assisting in software project management.
4.3.7. Scrum Master certification.
4.3.8. Project Management Professional (PMP) certification.

5. CONTRACTOR RESPONSIBILITIES:
5.1. SERVICE TASKS: Contractor will perform the following tasks in the time and manner specified:
5.1.1. Modify, develop, design, and maintain .NET applications daily, as directed by the Department;
5.1.2. Design and modify model objects (tables, views indexes) daily, as directed by the Department;
5.1.3. Develop ad-hoc queries on MSSQL databases daily, as directed by the Department;
5.1.4. Provide analytical services for system incidents and enhancements daily, as directed by the Department;
5.1.5. Process defect tickets to correct system errors within two business days, as directed by the Department;
5.1.6. Process release tickets to manage user requirements within the timeframe directed by the specific ticket request. The response (due) date of tickets assigned will range from one hour to more than one week, as directed by the Department;
5.1.7. Process change tickets to implement system changes on a weekly basis, as directed by the Department;
5.1.8. Provide analytical services on systems to implement user-defined requirements, daily, as directed by the Department;
5.1.9. Process defect tickets to correct system errors within two business days, as directed by the Department;
5.1.10. Provide analytical services on systems to identify operational efficiencies, daily, as directed by the Department;
5.1.11. Facilitate collecting system requirements with the business program staff, daily, as directed by the Department;
5.1.12. Document system technical objects, business requirements, business processes, and system processes, as directed by the Department;
5.1.13. Test application code, as directed by the Department;
5.1.14. Perform testing on system changes to meet user-defined requirements, weekly, as directed by the Department;
5.1.15. Facilitate user acceptance testing (UAT) with the business program staff, as directed by the Department;
5.1.16. Facilitate meetings with technical and program staff (scheduling meetings, document decisions, identify issues and action items), weekly, as directed by the Department;
5.1.17. Produce work estimates to implement user-defined requirements and system changes, as directed by the Department;
5.1.18. Produce status reports on the implementation of user-defined requirements, as directed by the Department;
5.1.19. Produce detailed accounting of hours worked by tasks, daily, as directed by the Department;
5.1.20. Correspond (verbally and in written formats) with project teams, internal stakeholders regarding project activities, deliverables, and status, as directed by the Department;
5.1.21. Monitor and optimize the performance of the ATACS database, as directed by the Department
5.1.22. Develop DB objects in PL/SQL in support of programming changes daily, as directed by the Department;
5.1.23. Monitor and optimize the performance of ATACS Database and Application, as directed by the Department;
5.1.24. Manage version control system for MSSQL objects in MS Team Foundation Server, as directed by the Department;
5.1.25. Manage production promotion for ASP.NET source code and ad-hoc SQL, as directed by the Department;
5.1.26. Manage production promotion for ATACS production website, as directed by the Department;
5.1.27. Create, maintain, and refine detailed project plans (including work breakdown structures), tracking project schedules and technical performance and leading the technical team, as directed by the Department;
5.1.28. Assist with the allocation of resources, as directed by the Department;
5.1.29. Develop work estimate for system enhancements or new development, as directed by the Department;
5.1.30. Provide research and analytical services for systems, as directed by the Department.
