Mandatory Qualifications and Experience
•Experience managing large scale, high-risk projects as the primary project manager within the past two (2) years.
•Project Management Professional (PMP) Certification.
•Experience using organizational change management models for project change management.
•Demonstrated ability to work directly with diverse business and technical team members in a strong team environment.
•Demonstrated ability to work with third-party vendors keeping them informed and involved with the team during the entire process.
•The commitment that Key Personnel, as identified in the Bidder’s response, will be available to start the work within 15 business days after the resulting work order/contract is executed.
Highly Desired Qualifications and Experience
•Experience with projects directly involving PCI Security Council compliance, bank card and/or cashless transactions.

Project Description
Washington’s Lottery (Lottery) is looking for Project Management services to help manage the implementation of the Lottery’s Debit Card Project.
Lottery products are available for sale through numerous retailers, by over the counter transactions and/or vending equipment. Currently, the Lottery has over 1,900 self-service vending terminals operated by retailers, as well as a number of machines that are operated by the Lottery which are placed at strategic locations, such as Sea-Tac airport and various mall locations throughout the state. Retailers have the option of accepting credit and debit when selling lottery products over the counter; however, Lottery vending terminals are programed for cash purchases only. The main objective for this project is for Lottery to start accepting debit cards as a payment option at the vending terminals.
Additional objectives are:
•Provide sufficient and effective training for all staff and retailers to minimize errors and maximize revenue.
•Minimize the number of adjustments and/or chargebacks, as much as possible.
•Set spending limits.
•Make PCI compliance as simple as possible.
•Limit transaction fees.
•Develop a retailer communication plan to explain the impact (or lack thereof) of this initiative.
•Develop a marketing plan to make players aware of the new payment option to make purchases at vending terminals.
•Ensure the necessary staff is in place to support the project.
•Minimize risk to the extent possible.
