Description:
This project will design and implement an enterprise‑wide Jira analytics and dashboarding solution to provide objective, system‑driven insight into delivery performance, schedule health, capacity, quality, and financial progress across initiatives, projects, and teams. The solution will leverage Jira Software, Atlassian analytics tools, Tempo time and cost data, approved external data sources, and Atlassian Rovo to replace manual status reporting with accurate, repeatable, and predictive metrics.The contractor will deliver standardized org‑level and project‑level dashboards that calculate schedule variance, forecast completion dates using throughput and remaining work, identify capacity risks, surface quality and rework trends, and track budget spend‑down. The solution will enable leadership, the PMO, and delivery teams to quickly determine whether work is on track, at risk, or behind schedule, and to understand the drivers behind performance trends. All metrics will be fully documented, validated, and supported with knowledge transfer to ensure sustainability and ongoing use.
The contractor shall design, implement, document, and validate an enterprise‑level agile metrics and analytics capability using Jira Software and the Atlassian platform. The project’s purpose is to enable objective, system‑driven visibility into delivery health, schedule performance, capacity, quality, and financial progress across the organization at the initiative, epic, project, sprint, team, and work‑item levels.The contractor will architect and deliver standardized Jira dashboards and analytics that allow leadership, the PMO, and delivery teams to determine whether work is on track, at risk, or behind schedule without relying on manual status reporting. Dashboards shall calculate schedule variance at the work‑item, epic, and initiative levels; forecast completion dates using throughput and remaining estimates; and surface risk indicators related to scope, schedule, capacity, quality, and cost.Duties include implementing predictive and historical analytics using Jira data, Tempo time‑tracking and cost data, and approved external financial data sources. The contractor shall integrate and configure Jira Automation, ScriptRunner, EazyBI, Custom Charts, Rich Filters, External Data for Jira, Actionable Agile Analytics, and Power BI Connector for Jira to support accurate calculations and scalable reporting. Metrics will include, but are not limited to, throughput‑based forecasts, velocity trends, sprint capacity utilization, schedule variance, time performance indexes, estimate accuracy, burndown and burn‑up insights, bottleneck and wait‑time analysis, rework and defect remediation rates, MTTR, team and individual utilization, and budget spend‑down.The contractor will also configure Atlassian Rovo (Search, Chat, and where appropriate Agents) to improve discoverability and explainability of metrics. Rovo capabilities shall be grounded in approved Jira and Confluence sources and used to surface risks, trends, and narrative explanations aligned to authoritative system calculations.The contractor is responsible for technical documentation of all dashboards and calculations, validation of metric accuracy, and support for user acceptance testing with PMO, business analysts, QA, and development teams. Knowledge transfer activities shall ensure internal staff can interpret, maintain, and enhance the solution after engagement completion.
