Onsite/Local Govt Systems/Business Analyst (15+) with PowerShell to Salesforce migration, Active Directory, Azure/Entra ID, QA experience

SCOPE OF WORK
The Business Analyst (BA) will support the transition of User Management and Provisioning functions from a legacy PowerShell-based application to a native Salesforce environment within the STMS (Statewide Travel Management System). This role is critical for ensuring that the migration to the PALM release maintains integrity across state agency Active Directory (Azure/Entra) integrations. This role must have expert knowledge of State of Florida travel policies, as well as travel management system capabilities. The selected candidate will interpret technical business requirements, assist with business process redesign and documentation as needed for changes in system functions, including developing communications, training materials, and conducting training sessions.
Primary Responsibilities
1. Systems Analysis & Migration Support
• Analyze the current legacy PowerShell User Management Client tool.
• Act as the functional lead for the migration of User Management features into Salesforce.
• Provide expertise on State Agency Active Directory (Azure/Entra ID) structures and how they integrate with STMS to ensure seamless provisioning.
2. Software Quality Assurance (Testing)
• Develop comprehensive UAT (User Acceptance Testing) cases for the new Salesforce-based User Management feature.
• Coordinate and execute integration testing between Salesforce and agency Active Directories.
• Identify, document, and track bugs/defects through resolution during the
PALM release cycle.
3. Stakeholder Management & Training
• Collaborate with state agencies to validate that the new provisioning workflows meet their security and operational requirements.
• Develop end-user documentation and "How-To" guides.
• Develop recorded training sessions and materials.
4. Ongoing User Management
• Provide interim support for user provisioning and de-provisioning within
Azure/Entra ID and STMS until the migration is complete.
• Maintain data integrity within Salesforce user records.
5. Required Technical Competencies
• Salesforce: Experience with user objects, permissions sets, and native provisioning.
• Identity Management: Proficiency in Azure Active Directory / Microsoft
Entra ID.
• Legacy Systems: Ability to understand/interpret PowerShell-based application logic.
• Testing Tools: Experience in formal software testing methodologies and documentation.
