Description:
The Office of Information Services (OIS) is a shared service provider for the Oregon Health Authority (OHA) and Oregon Department of Human Services (ODHS). OIS provides the technology systems and services that support more than 18,000 OHA and ODHS agency staff at local offices and facilities around the state. These systems and services help the two agencies determine client service program eligibility; provide medical, housing, food, and job assistance; provide addiction, mental health, vocational and rehabilitative services; protect children, seniors and people with physical and/or developmental disabilities; process claims and benefits; manage provider licensing and state hospital facilities; and promote and protect the state public health.
OHA is seeking a Senior Developer to transform an exiting webpage into a modern, high-performing experience leveraging AI technologies. This role will focus on redesigning and converting current site into an optimized layout that enhances UX.
We intend to award the HTML5 upgrade project to two contractors WOC 20028-25 and 20029-25. We will conduct interviews for both WOCs at the same time; you may bid on either one to be included, or on both proposing different contractors.
Scope:
Contractor shall design, develop, and deliver updates to legacy OR-Kids pages under this SOW. The user interface components delivered by Contractor will update the code for the legacy Application to meet the project goals summarized above. Performance of the work includes Contractor:
Follow ODHS’s requirements and standards for development. Engaging with the OIS project lead to understand business requirements, technical standards, and architectural requirements and design.
Ensuring the software application continues to support authentication and authorization functionality using both application-based and Azure Active Directory-based components.
Supporting OIS and Business staff in testing of updated application UI.
a. Attending meetings with the OIS project lead, Project Manager and business subject matter experts as needed.
b. Engaging as needed with OIS managers, OIS team leads, OIS developers, and OIS project architect on technical matters supporting the project, code base, level of effort, and timelines.
c. Completing defect and change requests for UI-related code modifications.
d. Following OIS testing standards for unit testing, integration testing, etc.
e. Utilizing and publishing to GIT repository. Working with OIS release manager to publish application to development, test, and production environments.
f. Providing full transparency into the work performed and deliverables required to meet the objectives of this SOW.
g. Completing monthly reports (Deliverables 1.01 through 1.09) documenting successful completion of agreed-upon Services.

Convert and modernize existing webpage and content

Covendis rate card description for a Senior Developer:
Responsible for designing and implementing information systems which will adequately support the enterprise infrastructure of the organization. Analyzes system requirements and ensures that systems will offer security and will be effectively integrated with current applications. Ensures that all systems are working at optimal levels and offers support to application development department regarding new technologies and system requirements. Has thorough knowledge of infrastructure, application programming, and web and software applications. Requires a bachelor’s degree in area of specialty and at least nine years or equivalent experience in the field or in a related area. Familiar with a variety of the field’s concepts, practices, and procedures. Relies on extensive experience and judgement to plan and accomplish goals. Performs a variety of tasks. A wide degree of creativity and latitude is expected.
Our primary criteria are the qualifications and experience of the proposed key person. Please propose your strongest candidate, at a rate less than or equal to the maximum.
Interviews will be conducted via MS Teams. Interview times will reflect Pacific Standard Time.
Due to circumstances beyond our control, we anticipate two weeks or more for the background check completion for the selected candidate. In addition to the standard OHA/ODHS background check, the selected candidate will need to pass a CJIS background check. This will likely add to the background check process timeline.
This position is approved for remote work.
Remote onboarding will be required for the first day.
The selected key person could potentially telecommute, as agreed to between the Agency Authorized Representative and the key person. Any decision to allow telecommuting is made with the understanding that decision will be re-evaluated by the Agency Authorized Representative on a regular basis. The key person should be available to work onsite within a reasonable timeframe.
Telecommuting will be contingent upon the key person providing his/her own adequate computer, monitor(s), Internet connection, and telephone, and be readily available during normal working hours via phone, email or instant message. Access to Agency systems will be provided via VPN or similar software. No hardware or additional software will be provided at the key person’s home site or his/her PC.
For Services that are agreed to occur remotely that those Services will only be completed by the Key Person resourced for the Project and all work must be performed in the United States of America. Remote engagement requires Key Person to have consistent access and/or clarity for: high speed internet, cellular phone/landline phone, web camera and microphone.
OIS/ODHS operates on standard business days (Monday – Friday, 8 AM – 5 PM, Pacific Standard Time, except for State of Oregon holidays and business closures) and Key Person must be available to engage with OIS/ODHS as agreed upon with OIS management.
