Location: Tallahassee, FL (DOH)
Duration: 16 Months

CONTRACTOR QUALIFICATIONS AND EXPERIENCE:
The Contractor must possess the following minimum qualifications and experience:
5.1. Ten years of experience with the Department of Health, Bureau of Epidemiology disease surveillance systems.
5.2. Ten years of experience with performing data quality assurance tasks.
5.3. Ten years of experience with object-oriented design.
5.4. Ten years of experience with business processes in the medical field, laboratory information management systems, electronic health records in the 15 years in general and seven years’ experience in the last 10 years for public health epidemiology and disease surveillance in particular.
5.5. Seven years of experience with Health Level 7 formatted data.
5.6. Ten years of experience with business analysis.
5.7. Ten years of experience with SQL databases.
5.8. Ten years of experience with development of use cases using the Rational Unified Process in group sessions.
5.9. Seven years of experience with the design and implementation of medical software.
5.10. Seven years of experience with VB.Net and C# development using use cases.
5.11. Seven years of experience with the development of web-based applications using NET.

6. CONTRACTOR RESPONSIBILITIES:
6.1. SERVICE TASKS: Contractor will perform the following tasks in the time and manner
specified:
6.1.1. Facilitate and document regular Merlin team joint application design (JAD)
sessions as directed by the Department.
6.1.2. Work with software developers and business experts to develop and
translate requirements specification, analysis models and design models as
appropriate for the applications as directed by the Department.
6.1.3. Facilitate communications between development stand and other staff
members including state subject matter experts and county health
department staff as directed by the Department.
6.1.4. Monthly, obtain team input on software defects and corrective actions that
will affect current system processes.
6.1.5. Monthly, analyze current system functionality for each software release.
6.1.6. Weekly, participate in work group meetings with the Merlin Team.
6.1.7. Monthly, assess current functionality related to the following applications:
Merlin, EpiCom, EpiGateway, and ESSENCE-FL.
6.1.8. Monthly suggest ways to improve system functionality for each software
release
6.1.9. Monthly, facilitate the development of Business Use Cases for each software
release, and conduct JAD sessions with Bureau of Epidemiology And county
health department staff.
6.1.10. Monthly, analyze proposed changes to system functionality for each software
release.
6.1.11. Provide technical support during each software release as directed by the
Department.
6.1.12. Monthly, conduct a comparison between system functionality subsequent to
a software release.
6.1.13. Monthly, ensure that system changes meet the documented requirements by the customer
for each software release.
6.1.14. Improve the aesthetics, functionality and user acceptance of the systems as directed by the
Department.
6.1.15. Transition messaging of reportable disease data to CDC via CDC specified HL7 format (guides:
Generic V2, Hepatitis, Zika and others as CDC makes them available).
6.1.16. Facilitate the addition of extended data for additional diseases, case definition automation
logic, antimicrobial resistance, outbreak and emerging disease surveys.
6.1.17. In collaboration with Department’s Division of Disease Control and Health Protection
information technology teams; design, develop, and code based on business requirements
for the DCHP as part of the overall strategic effort for integration and interoperability of its
systems and software.
6.1.18. Weekly, attend meetings related to Merlin, EpiGateway, and ELR. Project activity status will be
provided in each meeting as directed by the Department.
6.1.19. Monthly, in collaboration with the Department’s Division of Disease Control and Health
Protection (DCHP) information technology teams; design, develop, and code based on business
requirements for the DCHP as part of the overall strategic effort for integration and
interoperability of its systems and software as directed by the Department.
