Onsite/Local Automation Tester (15+) with HL7, SAS, R software, Qlik and SQL,/Python experience

Location: Tallahassee, FL (DOH)
Duration: 16 Months

CONTRACTOR QUALIFICATIONS AND EXPERIENCE:
The Contractor must possess the following minimum qualifications and experience:
5.1. Two years of experience working in disease surveillance and surveillance systems.
5.2. Two years of experience working with electronic medical records using the Health Level 7 (HL7)
messaging standard.
5.3. Two years of experience with data analysis, data integration or database management.
5.4. Two years of programming experience with Statistical Analysis Software (SAS), R software, Qlik, SQL, or
Python software in the last five years.
5.5. Two years of experience working with hospital medical records and records management systems.
5.6. Two years of experience with and applying informatics principles for standardized vocabulary transport,
and interoperability between systems.

6. CONTRACTOR RESPONSIBILITIES:
6.1. SERVICE TASKS: Contractor will perform the following tasks in the time and manner specified:
6.1.1. Daily, and at the direction of the Department, conduct daily reviews of the data in ESSENCE-FL
from state and regional perspectives, and provide consultation and training on the system to
county health department and state level users.
6.1.2. Daily, and at the direction of the Department, perform daily review of data quality and active
communication with facilities regarding issues associated with file transfer and data quality.
6.1.3. Daily, and at the direction of the Department, ensure file transport and processing of data from
the Florida Poison Control Centers, Office of Vital Statistics, hospitals and urgent care centers,
health information exchange inpatient data, ambulatory data, reportable disease data, and any
other new data sources planned for incorporation into the system.
6.1.4. Daily, and at the direction of the Department, assist with operating the ESSENCE-FL helpdesk.
6.1.5. Daily, and at the direction of the Department, oversee and ensure onboarding of syndromic
surveillance partners, including establishing transport, reviewing test messages, validating
messages, providing feedback to partners on message content and structure issues, and
providing technical assistance or support.
6.1.6. Weekly, and at the direction of the Department, participate in special surveillance projects during
key events.
6.1.7. Weekly, and at the direction of the Department, assist with syndromic surveillance data quality
efforts including monitoring dashboards and infrastructure development to support data quality
efforts.
6.1.8. Weekly, and at the direction of the Department, facilitate, attend, and participate in syndromic
surveillance team meetings.
6.1.9. Monthly, and at the direction of the Department, document and centrally organize business and
system requirements, implementation guides, and processes as it relates to syndromic
surveillance.
6.1.10. Monthly, and at the direction of the Department, attend national syndromic surveillance calls or
trainings, quarterly grantee calls, and other relevant national calls or trainings related to the
implementation of syndromic surveillance.
6.1.11. Quarterly, and at the direction of the Department, update the ESSENCE-FL training manual or any
other training documents for the syndromic surveillance program.
6.1.12. Quarterly, and at the direction of the Department, assist with the submission of project
deliverable updates for grants related to syndromic surveillance to the Center for Disease
Control.
