PREFERRED SKILLS (RANK IN ORDER OF IMPORTANCE):
1. Experience with Medicaid, healthcare and all healthcare related requirements
2. Prior experience in working with Microsoft products

REQUIRED EDUCATION/CERTIFICATIONS:
1. Bachelor’s degree and/or 5 years of related work experience

PREFERRED EDUCATION/CERTIFICATIONS:
1. Any IT certifications a plus
2. PMP Certification is a plus

Job Description:
This position is based in Columbia, South Carolina requiring three days of in-office work per week.

SCOPE OF THE PROJECT:
Client is seeking a highly experienced Business Analyst high-profile executive-level projects working closely with other members of the agency executive team and external stakeholders. This position will need to not only support the project but will also need to gain an understanding of the systems and capabilities that support the business. These will be high-profile complex projects whose stakeholders span across the agency and involve multiple vendors and/or agencies.

DAILY DUTIES / RESPONSIBILITIES:
Essential Responsibilities
1. Collaborate with executive staff, staff, team members, management, and external organizations, including vendors, to gather and support complex IT projects.
2. Define project objectives and scope by reviewing proposals to determine timelines, budgets, procedures, and phases for IT projects.
3. Understanding IT’s systems and capabilities while possessing expertise in the business unit(s) they support will be key to the success of this role.
4. Work with technical teams and business stakeholders to develop deliverables suited for audiences with varying technical expertise.
5. Identify and assess project risks and develop strategies for risk mitigation.
6. Act as a Subject Matter Expert (SME) or Point of Contact (POC) for managing and enhancing processes related to the System Development Lifecycle (SDLC).

Program Experience:
Current experience with Medicaid, Social Services, or similar public benefit programs is strongly desired and will be given the highest weight. Experience should include well documented success with IT implementation projects.

Technical Knowledge:
Experience with documentation and artifacts related to any or all the following technologies would be considered desirable for this position:
• Health Information Technologies
• Project Management software (e.g., MS Project)

General Duties and Responsibilities:
1. Develop, implement, and manage a process for tracking all IT initiatives and projects, ensuring regular reporting and efficient resource utilization.
2. Prepare status reports and provide updates to stakeholders. Monitor project progress, identify necessary activities, and ensure that deliverables, milestones, and tasks are completed on schedule.
3. Attend or lead staff meetings and integrate with the team, gaining familiarity with overall operations and project initiatives.
4. Use Microsoft Office, Atlassian Suite, SharePoint, Salesforce, and other tools to document, track, and report on IT project efforts.
5. Lead projects from initiation through to completion, adhering to the Project Management Institute (PMI) framework.
