Description:
Weekly onsite/offsite rotation or certain days in the week offsite, as dictated by work needs. Subject to change based on work needs.

We are seeking an experienced Business/Functional Analyst for Phase I of our finance management system migration project. This phase involves conducting a feasibility study and producing deliverables that will inform Phase II, specifically to aid in the "build vs. buy" decision and provide scoping and functional specification documents for implementation.

Responsibilities include —
Analyze and assess the state NCFS system and the DES FARSsystem, including their subsystems. Document system functions, inputs, outputs, and reporting requirements. Collaborate with business subject matter experts(SMEs) and developers to gather and document Phase I business requirements, with an emphasis on cost allocation and associated financial modules. Conduct fit-gap analysis between FARS and NCFS system features, to map and identify gaps. Create detailed functional specifications and requirements documents. Develop solution design documents to support development and implementation efforts. Assist in the creation of test suites and test cases for testing and validation of solution modules. Prepare and present status reports, risks, and concerns to stakeholders. Provide deliverables to support the "build vs. buy" decision and contribute to Phase II of the project implementation.
