4 Scope of Services
Background: As a result of the Department’s efforts to re-engineer and modernize core financial systems, there has been over 1,500 computing assets identified as performing some level of financial planning, analysis, and management functionality that are impacted by the State of Florida’s accounting system. The Florida Planning, Accounting, and Ledger Management (PALM) project is a multiyear endeavor to replace the State of Florida’s accounting and cash management systems with a modern financial management solution. The Florida PALM Project is targeted to replace Central, Payroll, and Departmental FLAIR functionality, with go-live scheduled for January 6, 2026.
The 1,500+ computing assets are comprised of interfaces, enterprise applications, databases, automated processes, and reporting programs within FDOT that will require remediation due to:
· Adoption of the Florida PALM Standardized Business Process Model
· Transition to the Florida PALM Chart of Accounts values
· Replacement of Central, Payroll and Departmental FLAIR functionality
· Redevelopment of agency incoming and outgoing interfaces to the statewide accounting system
· Implementation of Information Warehouse data to support agency specific reporting requirements.
The computing asset modifications to complete the FDOT PALM System Transition (FPST) will take place over the course of two years in alignment with the Florida PALM Project scheduled timeline.

To prepare for the transition to Florida PALM, our agency is seeking a resource knowledgeable in Tibco Mainframe FOCUS/WebFOCUS to lead the effort of updating our numerous FOCUS assets. FOCUS has been used copiously by the department to develop reports, interfaces, and applications for the past twenty years. It is important we find a resource capable of analyzing these programs and documenting their specifications.

5 Education
Bachelor’s Degree in a field of study related to technology or finance. Work experience can substitute on a year for year basis for the degree.

6 Experience
Candidate MUST have a minimum of 2 years’ experience in Tibco Mainframe FOCUS or WebFOCUS as well as experience using development technologies including Microsoft .NET and SQL Server.

7 Primary Job Duties/ Tasks
The submitted candidate must be able to perform the following duties and/or tasks. Duties of the selected candidate will include, but not be limited to:
1. Analyze current FOCUS & WebFOCUS programs reports and document the specifications for these programs and reports.
2. Work with management to develop an overall remediation strategy for all FOCUS programs and reports.
3. Analyze existing reports and work with business users to determine how these reports can be improved based on current business needs.
4. Read and document FOCUS and WebFOCUS queries and convert them to T-SQL queries.
5. Analyze, create, and maintain JCL programs.
6. Work with database administrators from the Office of Information Technology to create database views and stored procedures that will facilitate the remediation of WebFOCUS reports.
7. Update FOCUS programs to encapsulate chart of account changes mandated by Florida PALM.
8. Update WebFOCUS Reports to encapsulate chart of account changes mandated by Florida PALM.
9. Convert FOCUS mainframe programs using mainframe flat files as a data source to use database tables instead.
10. Analyze financial data and make recommendations to improve the data model of financial systems.
11. Provide administration of the WebFOCUS environment for the dedicated PALM remediation environment.
12. Perform knowledge transfer with technical staff of the office of the Comptroller.

8 Job Specific Knowledge, Skills, and Abilities (KSAs)
1. Experience developing programs in mainframe FOCUS.
2. Experience developing processes and reports in WebFOCUS.
3. Familiarity with IBM mainframe and Job Control Language (JCL).
4. Strong SQL skills and experience with the IBM DB2 relational database management system.
5. Well versed in data governance best practices.
6. Experience creating reports presenting financial data such as general ledger data, purchasing data, or revenue data.
7. Analytical thinking for creating relevant data reports based on end user requirements.
8. Understanding of how to implement solutions with multiple data sources.
a. Experience utilizing flat files/Generation Data Group as data sources in production jobs.
b. Knowledge of common legacy flat-file challenges, i.e. zoned decimals
9. Experience with mainframe job schedulers and debugging tools.

Preferred KSAs:
10. Experience with COBOL and/or GA-GEN/COOL-GEN.
11. Knowledge and experience with RACF security.
12. Knowledge of modern reporting tools such as MS Power BI, IBM Cognos, and Tableau.
13. Knowledge of the SCRUM Framework.
14. Knowledge of financial systems such as an ERP.
15. Familiarity with data management concepts such as Data Warehousing, Operational Data Stores, Data Lakes, and Master Data Management.
