Local/Hybrid/Govt Project Manager (PMP) with procurement/RFP, PMI/PMBOK , MS Project, risk assessments and Public School Unit experience

Skills:
Candidate must demonstrate knowledge and expertise necessary to successfully process payrolls for medium to large size organization on-time with accuracy.
Candidate should possess the following: hands-on experience performing in an IT program/project management role for large scale IT programs/projects. – Required – 5 Years
Experience preparing procurement/RFP documents, functional and non-functional IT application requirements, and managing third party vendors. – Required – 5 years
Ability to develop and maintain effective relationships with clients, management, and project team members. – required – 5 years
Ability to interact effectively with technical personnel. – Required – 5 years
Ability to translate and communicate technical concepts, information, plans, and procedures to both technical and non-IT business personnel. – Required – 5 years
Excellent written and oral communications; possess conflict resolution and negotiation skills. – required – 5 years
Knowledge of IT Project Management processes, procedures, documentation, and reporting criteria per PMI/PMBOK methodologies. – Required – 5 years
Experience with Microsoft Project, Word, PowerPoint and Excel. – required – 5 years
Demonstrated ability to perform detailed work planning, risk assessments, and associated risk mitigation actions – Required – 5 years

***Candidate needs to be local to NC. There will be regular travel to Local Education Agencies across NC. Travel will be reimbursed.
The Project Manager will work closely with NC School Business Systems Modernization Director and team members, as well as with NCDPI School Business and Finance, and will be responsible and accountable for ensuring that the ERP vendors abide by applicable State Master Services Agreements, as well as consult with the Public-School Units Finance and Human Resources personnel and associated vendors to provide support and contribute to the overall success of the SBSM ERP Program.
Additional responsibilities include planning, monitoring, reporting, project spend tracking and escalating issues to management. Project management involves ensuring tasks and issues are being addressed between the PSUs, vendors, and DPI, following up and escalating as necessary.
This involves working with business functions within and outside of the Department of Public instruction and coordinating meetings to address business and/or project needs.
The functions associated include:
• Monitoring and organizing the project budget and expenditures.
• Maintaining all project documentation on SharePoint.
• Proactively disseminating project information to all stakeholders.
• Identifying, managing, and mitigating project risk.
• Ensuring the solution has stakeholder signoffs and is of acceptable quality.
• Proactively managing scope to ensure only what was agreed is delivered unless changes are approved through scope management.
• Understanding the operational workload of project team members and escalating where deliverables are at risk.
• Vendor and contract management.
• Managing project change management and quality management.
• Adhering to established policy and procedures with respect to project management methodology, quality assurance, state technical architecture and other related State and agency-specific IT project and procurement guidelines and statutory mandates.

Description (including, but not limited to):
1. Responsibility for the successful completion of end-to-end project work, including all work products
2. Oversight of projects comprised of multiple deliverables, including delegation and coordination of tasks
3. Responsibility for auditing system integrator project plans and integrating a program plan while ensuring execution.
4. Negotiations internal and external to the project teams
5. Managing scope, while influencing multi- organizational resources to achieve timelines etc.
6. Development and execution of training and education on standard project management requirements and methods, facilitating project governance and reporting, and creating models to improve business decisions
7. Efforts typically include extensive changes to existing functionality or the implementation of new applications and/or technology
Skills:
• Hands-on experience performing in an IT program/project management role for large scale IT programs/projects

• Experience with counseling and advising senior level management and leadership regarding issues and risks, process reengineering and technology issues
• Ability to translate and communicate technical concepts, information, plans, and procedures to both technical and non-IT business personnel
• Excellent written and oral communications; possess conflict resolution and negotiation skills
• Knowledge of IT Project Management processes, procedures, documentation, and reporting criteria per PMI/PMBOK methodologies
• Experience with Microsoft Project, Word, PowerPoint, Excel, SharePoint, Teams and Visio
• Demonstrated ability to perform detailed work planning, risk assessments, and associated risk mitigation actions
• Agile project management experience with a focus on application development
• PMP certification desired.
• State government experience preferred; experience with the state’s project portfolio management processes and tool (Touchdown) desired
Minimum Education and Experience Requirements:
Minimum requirements are a bachelor’s degree in Public/Business Administration, Project Management or closely related degree from an appropriately accredited institution and one year of experience in payroll and IT project management or technical project management related work; or a Bachelor’s degree in Computer Science, Computer Engineering or closely related degree from an appropriately accredited institution; or an equivalent combination of education and experience including medium to large size organization payroll experience.
