The Health & Human Services Commission (HHSC) Claims Management Division (CMD) is responsible for overseeing system changes to the Texas Medicaid & Healthcare Partnership (TMHP) Long Term Care Online Portal (LTCOP). This project impacts multiple long-term care claims processing/billing applications that are all part of the Texas Medicaid and Management Information System (TMMIS). CMD will implement changes to these systems in FY23 to support new functionality required by Waiver Providers and to comply with federal HCBS settings requirements.
Texas proposes to enhance the long-term care (LTC) portal used by all community-based services programs to allow attachments to be appended to a service plan or assessment directly in the portal. This will improve efficiency for providers and service delivery for recipients by ensuring documentation stays with a plan of care, is appropriately stored, and can be easily retrieved in the future. Today, a provider can submit certain eligibility assessments or service plans for state review using the state’s LTC portal but if additional documentation is needed to review an individual service plan or some assessments, a provider must mail, fax, or email the documentation directly to state staff.
In addition, Texas proposes to create a new benefit available in the Home and Community based Services (HCS), Texas Home Living (TxHmL), and Deaf-Blind with Multiple Disabilities (DBMD) 1915(c) waiver programs called individualized skills and socialization. This service will provide on and off-site activities to develop skills and gain greater independence, socialization, community participation, or an individual’s future employment or volunteer goals identified in their person-center plan.
The Worker will serve as a Business Analyst/Tester for the Home and Community-based Services (HCS), Texas Home Living (TxHmL), and Deaf-Blind with Multiple Disabilities (DBMD) 1915(c) waiver programs. The Worker will be responsible for delivering quality products that meet the state’s desired operational and technical requirements. The Worker will have considerable latitude to use their experience and judgement to ensure successful completion of their assigned tasks. The Worker will be required to multi-task, analyze priorities, communicate clearly, and set expectations for the phases of the project. The Worker will be responsible for communicating with multiple internal and external stakeholders including program and technical staff, TMHP staff, and other contracted resources. The Worker will be responsible for acting as a liaison to the TMHP project team and be responsible for business and system requirements for the Texas MMIS LTCOP, HHSC CMD and IT functions. The Worker will be performing requirement analysis, documentation reviews, and user acceptance testing of the modified systems.
