The SPECS team works 100% remotely, however our NCDOT customers are not. Team members are expected to be available for online meetings as needed during normal East coast business working hours, M-F. Contractors may work remotely from within the Continental United States only. Contractors located outside North Carolina will be expected to provide their own PC, webcam and microphone.
The North Carolina Department of Information Technology – Transportation (NCDIT – Transportation) is seeking an AASHTOWare Project IT Analyst contractor for a 12-month engagement for the Department’s Engineering Application Services. This self-driven person will be responsible for understanding business requirements, understanding data flow requirements between our major systems, performing application configuration (using XML), developing tasks and schedules for delivery, becoming a subject matter expert on user processes and training to support delivery of the AASHTOWare Project’s Preconstruction module to the Contracts Standards unit at NCDOT. This individual will assist with identifying requirements, use cases and tests, and ensure clear communication regarding components to be delivered to the business. Communication with the IT team will include creation of backlog items and daily meetings in an agile environment. This individual will work with the lead BA to break down the design into milestones and work items, communicating both to the technical team, and the business customer. This individual will also perform test validation for functional components, ensuring customers are informed & trained with sufficient help & training materials. The individual must be knowledgeable and experienced with business analysis, AASHTOWare Project, and preconstruction processes in a state level DOT. This person is ultimately accountable to the SPECS IT manager for the effective delivery of this module and its interfaces to other primary systems in a timely fashion. It is critical this position be filled as soon as possible in order for the SPECS IT team to maintain the current level of support for this application.
Typical functions this position is expected to perform include the following:
• Analyze, define, and document requirements for data, workflow and business processes
• Coordinate with clients to re-engineer business processes
• Assist with developing and delivering training materials for changed business processes and IT applications
• Deliver knowledge transfer to NCDOT staff who will be responsible for long term training delivery
• Provide support for new processes during implementation
• Provide coordination with other project team members as needed
• Consult with clients to prototype, refine, test, and debug applications and processes to meet needs
• Provide quality control for program and project deliverables
• Provide operational support for clients to support their business processes
