Total experience in Governance Communications management Required 7 Years
Foundational knowledge and understanding of information technology systems and terminology. Required 7 Years
Experience with interpreting complex and detailed technical information and preparing clear, concise communications for non-technical audiences. Required 7 Years
Exceptional communication skills with attention to detail and accuracy. Required 7 Years
Ability to organize and facilitate meetings in a way that keeps participants focused on objectives and desired outcomes. Required 7 Years
Ability to facilitate a governance forum using Robert’s Rules. Required 7 Years
Strong interpersonal skills and ability to collaborate with diverse cross-functional teams. Required 7 Years
Experience developing healthy relationships with stakeholders to support communications strategies and performance. Required 7 Years
Experience supporting internal and external communications and engagement programs. Required 7 Years
Experience evaluating results of communication efforts. Required 7 Years
Experience with web, graphic and visual design, particularly dashboard design, preferably in Tableau. Required 3 Years
Strong proficiency of Microsoft Office Suite and communications management tools, including creative software. Required 7 Years
Experience developing executive-level meeting materials Highly desired 3 Years
Knowledge of Managed Care, the Medicaid Program, and/or Medicaid Enterprise IT Systems Nice to have 3 Years
Experience with HIPAA, PHI, and PII Nice to have 3 Years
Knowledge of AP Stylebook and proofreading and editing. Desired 3 Years
Knowledge of data visualization best-practices. Desired 3 Years
Public Relations experience a plus. Desired 3 Years
Organizational Change Management experience Highly desired 3 Years

The State of North Carolina Department of Health and Human Services (NCDHHS), Division of Information Technology (ITD) seeks an experienced Communications and IT Governance Specialist to join the Medicaid Enterprise Systems (MES) Program Office (PMO).

The Communications Specialist will be responsible for leading/supporting efforts associated with project and program level communications pertaining to governance forums management and administration.

The Communications Specialist is also responsible for facilitating IT Governance forums, such as Executive and Change Control boards. The ideal candidate is an expert in Robert’s Rules.

Interface with business stakeholders may occur daily. The ideal candidate has exceptional facilitation and presentation skills, and is technically savvy with Microsoft Office Suite tools.

Additional requirements include:
• Support proactive strategic communications in areas of innovation, technology, data analytics and strategy to engage and educate key stakeholders.
• Provide strategic communication planning, stakeholder engagement, internal communication, and branding.
• Analyze the communications environment and audience needs.
• Manage strategic communication planning objectives to evolve innovative strategic communication approaches based on program needs/mission.
• Maintain a library of briefings, presentation, graphics, etc. within an integrated digital environment (e.g. SharePoint).
• Use graphic design capabilities to support and establish a “Brand” for the Program.
