Statement of Work :
This Statement of Work ("SOW") is between Vendor and the Division of Technology Services (DTS) for the Department of Workforce Services (DWS). This engagement is to provide DTS/DWS with professional services expertise as a Delphi and .NET Developer.
License Scope :
DTS is responsible for all licensing requirements of their environments.
Duration :
The proposed level of effort for this engagement is approximately sixty (60) months (13,315 hours) which will end on March 30, 2027. Any increases in the scope, requirements, or scheduling may result in a new or extended professional services agreement.
Vendor Qualifications :
Delphi Developer with expertise in .NET core and strong C# skills with ability to write SQL at an expert technical level. The project will include the ability to rewrite the Contributions Automated Tax System (CATS) from Delphi to .NET for the Contributions Automated Tax System (CATS) and assist with maintenance as needed for the Comprehensive Unemployment Benefits System (CUBS). Developer skills will need to include
knowledge of the OPEX scanning system, check 21, ACH file specifications and electronic data interchanges. Developer will need to have an extensive experience with SQL and Oracle databases, web applications, microservices and batch jobs. Experience with AWS cloud platform, preferred.
Project Description :
The DWS / DTS Shared Services group is an enterprise team that provides support to Utah’s Unemployment Insurance (UI) under the Workforce Services division. Developer would support both the Comprehensive Unemployment Benefits System (CUBS) which is the benefits system application and the Contributions Automated Tax System (CATS) which is the tax collection management system for UI.
Currently, the CUBS system is written in a Microsoft .NET environment and CATS is being modernized into .NET and is expected to be fully rewritten within the next three years. Continual maintenance, bug fixes and enhancements are needed on both systems with the developer expected to support both as needed. All major new functions are approved by DWS UI management and effective communication skills are essential to communicate changes and needs to our business partners.
