This position will serve as a liaison between the Data Office and Divisions within the DHHS to identify data policy-related use cases and requirements. They will work with business unit personnel to understand processes that both generate and rely on data, as well as bottlenecks, inefficiencies, and potential sources of data quality issues, and develop strategies to improve both workflow and technical infrastructure to address those issues.
They will identify and augment standard operating procedures for inter- and intra-departmental data sharing within different divisions within DHHS in accordance with applicable legislation and existing policies. This position will help analyze the existing corpus of data-related agreements across DHHS to identify best practices and areas of risk.
The Data Governance Specialist will lead efforts to identify, implement, and improve data governance processes including researching areas of ambiguity to ensure best practices. This position translates desired outcomes to specific reports to inform data office initiatives. This position will collaborate with finance team, program managers, data analysts and others in performing duties.
The Governance Specialist will supervise other Data Office staff, including data stewards.The Data Governance Specialist will be responsible for informing, coordinating, and tracking multiple facets of data related procedures, policies, and best practices across the Department including:
? -Internal policy/procedures around data governance
? -External state and federal policies for data use
? -State policy decisions that may be informed through data analysis.

Broad general knowledge across Medicaid, Mental Health, Public Health, and Social Services is preferred, but deep knowledge in one or more areas with a strong ability to learn independently is also sufficient. Technical experience with management and/or analysis of Big Data sets and knowledge of data standards preferred.

Bachelor’s degree from an appropriately accredited institution and five (5) years progressively responsible
experience related to the area of assignment; or an equivalent combination of training and experience.

Preferred Education and Experience:
? -Master’s degree in Public Health or equivalent
? -5+ years’ experience in a health-related government agency
? -Knowledge of regulations around HIPAA, CR42 Part 2, FISMA compliance preferred
