Govt Contract Admin/Procurement Analyst with HUB and vendor liaison experience

Minimum Requirements:
Years Required/Preferred Experience
3 Required Knowledge of purchasing, payment methods and procedures, purchasing sources, and technical specifications.
3 Required Knowledge of laws governing state purchasing and Historically Underutilized Business program participation.
3 Required Skill in analyzing and interpreting trade publications, literature and manufacturer’s specifications.
3 Required Ability to comply with State of Texas policies, rules and procedures as prescribed by the Statewide Procurement division of the Comptroller of Public Accounts.
3 Required Ability to maintain a system of record keeping
3 Required Ability to interpret regulations and convey them to others
3 Required Ability to establish and maintain effective and cordial working relationships at all organizational levels, including agency management, direct supervisors, co-workers, internal and external customers, and outside contacts of diverse backgrounds
3 Required Ability to communicate effectively both verbally and in writing in a clear and concise manner
3 Required Ability to exercise courtesy, tact, and diplomacy in all communications
3 Required Ability to understand, follow and convey brief oral and/or written instructions

3 Preferred Three years of experience in a state agency HUB program
3 Preferred Three years of developing program guidelines, policies and procedures
3 Preferred Experience working as a liaison for the vendor community
3 Preferred Experience working as a liaison with agency divisions and/or programs
3 Preferred Experience participating in HUB forums, trade shows and minority business association meetings
3 Preferred Experience in state or government purchasing and/or contract management
Assist HUB Program with HUB Subcontracting Plan (HSP) reviews. Review HUB documents and complete vendor checks. File and process documents for HUB Program.
