DESCRIPTION OF SERVICES: (Required)
The Department of Information Resources (DIR) requires the services of 1 (one) Software Test Analyst hereafter referred to as Worker, who meets the general qualification of Software Test Analyst Core and the specifications outlined in this document for the Health and Human Services Commission, Information Technology, Public Health Applications.
Staff augmentation contractor provides support to all testing efforts for the Child & Adult Blood Lead Surveillance System Efficiency Project (BLSSE). The DSHS Child and Adult Blood Lead Surveillance System Efficiency project will eliminate the need for manual processing of imported data and staff manual data entry of blood lead testing data; will synchronize data between two databases and meet the Centers for Disease Control and Prevention’s requirements for lower acceptable levels of lead exposure.

Test Lead duties:
· Follows directions from the Information Technology Product Development and Delivery Team Manager for the Laboratory and Infectious Disease Services division (LIDS) in coordination with the Project Manager.
· Understands quality assurance (QA) test project strategies, methodologies, and standard processes for all QA domains by analyzing business and technology requirements to ensure testability, traceability and determining testing scope and approach.
· Addresses critical issues, dependencies, and risks related to testing.
· Reviews testing scope and approach, and partners with cross-functional IT and business stakeholders to review and approve the overall testing approach.
· Develops test scenarios and execution of test cases across all testing phases (e.g., System Integration Testing (SIT), Performance, User Acceptance Testing (UAT), Automation, Production, Validation).
· Ensures quality metrics are tracked across testing phases (e.g., SIT, Performance, UAT, Automation, Production, Validation).
· Review and validates the of testable business processes, test data, and test environment requirements.
· Follows guidelines and best practices to ensure test plans are aligned with project schedule.
· Assists program/business testers during UAT.
· Defines and ensures adherence with entry and exit criteria according to testing standards.
· Generates scheduled reports (e.g., test execution, defects, ad hoc reports) and provides daily test execution metrics to IT teams and management, as appropriate using Application Lifecycle Management (ALM) tool or any other tool adopted by the agency.
· Participates in story and sprint definition and scoping
· Participates in defining acceptance criteria for each sprint and related test cases and automation opportunities
· Architects the test automation framework.
· As appropriate to project, writes and maintains test automation using Unified Functional Testing (FT) and/or Lean FT.
· Utilizes agency’s testing tools and standards and follows usage guidelines and procedures for those tools.
· Drives greater automation test coverage throughout the project including Graphical User Interface (GUI), Application Programming Interface (API) layers, services and database driven scripts.
· Supports defining Performance Testing Strategy.
· Provides training/mentoring/educating of team members
· Performs related work as assigned.
