The OAG requires an individual to provide professional project management services for the Child Support System Modernization Project. To meet increasing customer service demands, manage growing caseloads, and improve automation of processes, the OAG will transform the existing child support system, Texas Child Support Enforcement System (TXCSES), using modern, low code, cloud technologies. The OAG is currently conducting a proof of concept to further extend its use of a low-code solution to integrate with the TXCSES Mainframe utilizing Application Programming Interfaces (APIs). Experience overseeing large development initiatives utilizing low-code solutions with strict adherence to the project oversight activities defined in the CSD Agile-at-Scale Process guide is highly desired for the PM services described in this solicitation. A multi-phased agile project is planned to immediately follow a successful proof of concept.
Candidate shall have the experience to assume Project Management Office responsibilities for this project and support matrixed project teams with multiple priorities while simultaneously fostering an environment of agility, team building, and communication. This role will consist of the following services:
· Provide project management services following prescribed CSD agile project methods and principles;
· Ensure project tasks and products follow the CSD defined agile development process;
· Provide project management support to groups of CSD Scrum teams;
· Coordinate with vendors associated with the Technology Modernization Project;
· Lead and/or participate in briefings and technical meetings;
· Establish and maintain agile project artifacts, standards and processes;
· Advise the OAG on business and risk issues related to each sprint, sprint cycles and sprint cycle-sets, as defined in the CSD agile process guide;
· Review project and sprint plans, schedule goals, and budget;
· Work with the OAG contract management team, as necessary, to support the development, amendment, and/or management of project contracts;
· Assess the effectiveness of resources, roles and provide recommendations for the OAG to consider;
· Ensure the agile project is effectively delivering value, quality and functioning well within its constraints;
· Serve as a point of contact for OAG Management;
· Create agile based status updates, reports, and presentations
· Foster a culture that supports and drives staff engagement and collaboration in support of Child Support Division (CSD) objectives;
