HHSC VDP is seeking twoskilled Business Analyst 3 who meets the qualifications identified below to assist with the pharmacy benefit solution project.
Minimum Requirements:

8 Experience and judgment to plan and accomplish goals, independently performs a variety of complicated tasks, a wide degree of creativity and latitude is expected.
6 Strong experience as a Business Analyst in requirements gathering, understanding technology.
6 The ability to review, analyze, and evaluate business systems and user needs; formulate systems to parallel overall business strategies and is experienced with business process reengineering and identifying new applications of technology to business problems to make business more effective; Prepare solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build, etc.;
6 Write detailed description of user needs, program functions, and steps required to develop or modify computer programs; Prepare and documents Functional and Technical Specifications for reporting and data warehouse work; assist with business warehouse/intelligence support and enhancements; Develop RFP; assist in deployment and management of end-user reporting tools and platforms;
6 Work with IT and program project teams to understand reporting and data warehousing requirements and propose solutions; document and provide knowledge transfer to internal and external stakeholders;
6 Review and evaluating vendor plans, deliverables, and must be able to elicit and document program requirements through Joint Application Design (JAD) requirements gathering sessions;
6 Research available technologies and products, provide insight into and evaluations of different products and implementation strategies;
6 Research, implementation of and advisement on system standard;
6 Rely on experience and judgment to plan and accomplish goals; perform a variety of tasks; work under general supervision; reports to a project leader or manager; a certain degree of creativity and latitude is required.
5 Experience as a liaison between the Business community and Customer IT Teams (i.e., Architecture, Project Delivery, Application Sustain, etc.).
4 Work with internal and external stakeholder organizations
