1.5+ years practical experience with data modeling, data visualization and data analytics
2.5+ years of experience coordinating complex data modeling to align with business and technical needs
3.5+ years quantitative analysis experience
PREFERRED SKILLS (RANK IN ORDER OF IMPORTANCE):
1.Prior experience in working with MS SharePoint, Project Web App, Jira and Confluence systems.
2.Work on DevOps teams
3.Prior experience in working with query languages, probability tools, data modeling tools and business
intelligence tools
4.Prior Health Information Technology and/or Program experience
5.Prior experience with South Carolina Medicaid, Social Services, or similar public benefit programs
REQUIRED EDUCATION/CERTIFICATIONS:
1.Bachelor’s Degree in Computer Science, Applied Math, or similar discipline required
DAILY DUTIES / RESPONSIBILITIES:
The Data Modeler will work with MES stakeholders to design databases that meet the needs of the MES using conceptual, logical and physical data models. The models will be designed to improve efficiency for Medicaid beneficiaries, providers and those with reporting responsibilities.
We are looking for candidates with significant, current experience in South Carolina Medicaid or other public benefit programs who are highly organized, can work independently in a fast-paced environment and produce multiple quality deliverables with varying deadlines. Candidates should have an excellent understanding of development concepts and System Development Lifecycle (SDLC) methodologies and be enthusiastic about bringing an organization from low to high data maturity.
Essential Responsibilities
•Work alongside appropriate staff, teams, stakeholders and other points of contact (POCs) as required, to
understand the goals and objectives of complex information systems
•Establish and maintain an Enterprise Data Model that describes how data is processed, stored and utilized.
•Provide the means of MES integration by understanding the source and target data and build the data
mapping that accurately depicts this flow/source of information.
•Work with Data Architect/s and other technical leaders to determine the correct approaches for data
environments and to help ensure the data needs of the MES are being met.
•Work with the Application Development team to implement data strategies, build data flows and develop
conceptual data models.
•Clearly present, verbally and in writing, data modeling concepts and update to Agency leadership.
General Duties and Responsibilities:
•Assist, and often lead, in the discovery, analysis, and change specifications relating to how the MES collects
and maintains information.
•Develop and maintain artifacts that visually and verbally communicate relationships between key business
and data concepts
•Understand and translate business needs into data models supporting long term solutions.
•Develop best practices for standard naming conventions and coding practices to ensure consistency of
data models.
•Validate business data objects for accuracy and completeness
•Analyze data-related system integration challenges and propose appropriate solutions
Program Experience:
•Current experience with South Carolina Medicaid, Social Services, or similar public benefit programs is
strongly desired and will be given the highest weight.
•Experience with multi-vendor environments is preferred.
•Current experience with data lakes and NoSQL databases.
•Able to identify and reduce redundancy of data within IT systems.
•The ideal candidate can work effectively with little supervision and strong attention to detail in a team
environment.
Technical Knowledge:
•Medicaid Management Information Systems (or other Health Information Technologies)
•Content collaboration/ project management software such as JIRA, Confluence, SharePoint, etc.
•Microsoft Office Suite (Excel, PowerPoint, Outlook, Word)
•The ideal candidate has experience in all of the following product categories with at least one of the
