Skill Requirements
●At least 3-5 years of solid recent experience eliciting and documenting business and functional requirements
●Preference may be given to applicants with experience in an agile development environment
●Preference may be given (but not not required) to applicants with experience with HL7 standards
● Having SQL and testing tool skills is a plus

Organizational Context
Utah State Hospital’s EMR is a system for managing the information related to all aspects of a patient’s psychiatric and medical treatment at the hospital. Utah State Hospital is an inpatient psychiatric hospital. Core functionality of information management is divided between PowerBuilder technologies and web technologies (.Net). eChart is built using PowerBuilder. Utah State Hospital has been in the process of migrating modules from eChart to web based architecture.
Business Analyst Responsibilities
● Works with business stakeholders to elicit and document requirements
●Adapts automated system(s) to accommodate special and complex agency needs; designs or enhances agency unique automated systems to interface with existing systems as needed.
●Anticipates the impact that new or modified software will have on existing standards and systems.
● Identifies problems or potential problem areas and recommends solutions.
●Selects testing methods to evaluate the success of both software upgrades and modifications.
●Facilitates/Chairs work groups, teams, and/or meetings. Creates a positive environment, evaluates group processes, recommends solutions or alternatives, etc.
●Audits and reviews systems and practices to ensure compliance with procedures, regulations and standards.
● Reviews and/or inspects work for quality, accuracy, and completeness.
●Recommends user level computer system enhancements to better meet customer needs.
●Monitors and evaluates operations, programs, processes and/or practices for quality and effectiveness; makes recommendations for improvement.
● Determine user needs and convert to business and technical requirements
● Organize and write documentation that clearly states and outlines objectives
●Applies business knowledge to plan and implement solutions for new requirements and enhancements
● Documents tasks, solutions, and status in RedMine/Jira tracking tool
●Adheres to project timelines and schedules. Informs the IT Manager if there is a potential for a deviation from time lines and schedules
●Applies DTS and agency specific standards when defining and documenting business requirements
●Maintains annual HIPAA training and applies data protections standards and guidelines to work product
●Works as an active member of the development team. Recognizes and takes ownership in meeting team sprint goals. Aligns individual activities with team activities. Communicates progress, problems and status with team members
