5. CONTRACTOR QUALIFICATIONS AND EXPERIENCE:
Contractor staff assigned to this agreement must possess the following minimum qualifications and experience:
5.1. Four years development and reporting experience with Office of the National Coordinator for Health IT certified electronic health record software.
5.2. Three years of experience with database structures and design.
5.3. Three years of experience writing relational and Online Analytical Processing (OLAP) database queries using SQL.
5.4. Three years of experience working with SQL Server Analysis Services (SSAS) and SQL Server Integration Services (SSIS) or similar.
5.5. Three years of experience performing requirements analysis and generating ad-hoc reports.
5.6. Three years of experience conducting technical specifications reviews and providing guidance and feedback.
5.7. Four years of experience in Logi Analytics developing dashboards and working with dimensional and analysis grids and developing Logi plugins.
5.8. Two years of experience in Intersystems Cache development using Cache Object Script and Zen reports
5.9. Three years of experience with healthcare interoperability tools and technologies using clinical document architecture to develop and design Continuity of Care Document and Quality Data Reporting Architecture I and III.
5.10. Three years of experience with healthcare interoperability tools and technologies using Health Level 7.
5.11. Four years of experience with web services including Representational State Transfer APIs and Simple Object Access Protocol (SOAP) methodologies.
5.12. Five years of experience in application development using cloud infrastructure not limited to Platform as a Service (PaaS) and Infrastructure as a Service (IaaS).

6.1. SERVICE TASKS: Contractor will perform the following tasks in the time and manner specified:
6.1.1. Design, develop and submit reporting tools and data management routines that populate centralized datasets used for reporting based on functional specifications as directed by the Department. Reporting tools will provide access to key performance indicators identified by the Department as a priority, Clinical Quality Measures established by the National Quality Forum, Uniform Data System (UDS) measures, Healthcare Effectiveness Data, and Information Set (HEDIS) measures and Federal EHR Meaningful Use Objectives as assigned by the Department.
6.1.2. Evaluate and submit business requirements and determine key performance indicators to be
evaluated by the Department to establish priority as assigned by the Department.
6.1.3. Analyze and submit business requirements for key performance indicators identified by the Department as a priority, Clinical Quality Measures established by the National Quality Forum Uniform Data System (UDS) measures, Healthcare Effectiveness Data, and Information Set (HEDIS) measures and Federal EHR Meaningful Use Objectives, to develop report specifications utilizing Microsoft Office tools. Successful task execution produces specifications that capture the goals of the defined business requirements.
6.1.4. Facilitate specification reviews with business analysts and team managers as assigned by the
Department.
6.1.5. Ensure a defined agenda is communicated to participants, provide a common understanding of terms and definitions, synthesize ideas, track discussions, and provide clear summaries of the discussion and decisions in oral and written form.
6.1.6. Create and submit system designs, applying industry standard system analysis and design practices for system feature enhancements or additions and bug fixes as assigned by the Department.
6.1.7. Modify, create and submit application code and database code, applying industry standard system development practices as assigned by the Department.
6.1.8. Troubleshoot and determine resolutions to system issues and bugs identified by the HMS Support group and the Applications Management team as assigned by the Department.
6.1.9. Provide work estimates, communication and updates for Release Planning, Sprint Planning and Daily Scrum as assigned by the Department to implement system feature enhancements, additions and bug fixes.
6.1.10. Document and submit application modifications and additions as assigned by the Department and store in the Department’s change and configuration management system.
6.1.11. Complete job required training as assigned by the Department. Completion verification may include certificates, sign-in sheets or verification via the Department’s Learning Management System.
