Work Requirements
•Provide technical application design, development, testing and implementation servies.
•Be available during core business hours at the workstation assigned by OSPI at the OSPI Application Development work site. Resources associated with this contract are expected to work on-site.
• Participate in weekly work prioritization meetings.
• Complete accurate estimates for all deliverables assigned.

Project Description
The Office of Superintendent of Public Instruction (OSPI) is tasked with apportioning state and federal monies for basic education of Washington State students. To perform this function, OSPI owns and operates a suite of locally developed financial applications referred to as SAFS and Grants. This suite of applications requires regular maintenance and operations support. This solicitation is to establish a contract for technical resources from a single vendor to provide maintenance and operations support for a two (2) year term within this suite of applications.
Scope of Work
Within the existing technical environment, infrastructure and framework, provide maintenance development effort under the direction of OSPI Application Development Leadership in support of any OSPI application within the SAFS suite of applications or in direct support of the OSPI Apportionment process.
This procurement will result in a single vendor engaged to supply two (2) contractors to provide maintenance development effort on-site at OSPI’s Olympia office.
This procurement is for a two (2) year term that will initially require two (2) contractors. During the term of this contract, OSPI may require fewer or more contractors depending on policy changes, legislative action, priorities and deliverables. The two (2) proposed contractors will be considered the best the vendor has to offer and if successful will be expected to be available on July 1, 2020. Each of the two (2) contractors will be presented with a single blended hourly rate. All contractors utilized within this contract will be billed at this single blended rate. All contractors provided now or in the future under this contract are expected to be billed at this single blended rate and are expected to have the experience, skills and abilities commiserate with senior or expert level developers. This blended rate will be in effect for the duration of this contract and any amendment.
