A. Minimum Qualifications
1. Academic
i. Bachelor’s Degree in Computer Science, Information Systems, Engineering, or other related field.
2. Skills and Abilities
i. Must have extensive Report Development skills with experience in standard reporting tools (SSRS / SPSS / Crystal Reports / Access / Excel).
ii. Must be skilled in Database Developer Tools (SQL Management Studio / TOAD / Access).
iii. Must possess SQL Query Writing and Execution skills.
iv. Must have Web Form Development (HTML / ASP.NET / Java / PHP) skills.
v. Must have thorough understanding of Relational Database Design and Development (SQL Server / Oracle).
vi. Must have extensive knowledge of data warehouse and data mart concepts.
vii. Must have SaaS / COTS Reports Maintenance and Support skills.
viii. Must have Technical Specifications documentation skills.
ix. Must have team / project leader skills.
x. Must have strong documentation skills.
xi. Must be highly self-motivated and directed.
xii. Must have strong analytical and interpersonal skills.
xiii. Must have excellent oral and written communication skills and be able to adapt message to a variety of stakeholders.

3. Experience
i. 10+ Years of overall IT experience across various phases of Software Development Life Cycle (SDLC) projects.
ii. 7+ Years of experience in Data Analysis and Reports Design/Development.
iii. Experience in designing and developing reports using SaaS specific reporting tool.
iv. Prior or current project experience with the Agency.
v. Experience in Reports Use-Case development.
vi. Experience in configuring and administering SaaS / COTS products.
vii. Experience in Business Analysis and Development of Process Flows.
viii. Experience in Database & Application design.
ix. Experience developing Technical Specifications documentation.
x. Experience with Data Migration / ETL tools.
xi. Experience working on Data Warehouse implementation projects.
xii. Experience working on High Availability applications.
xiii. Quality Assurance (QA) / Testing experience.
xiv. Experience with Change Management Process.
xv. Experience working and collaborating with vendor and diverse stakeholder groups, internal and external.
4. Certifications
i. Certification(s) in related fields is desirable.
5. General
i. Office Automation/Productivity Tools: Proficient in Microsoft Excel, PowerPoint, Project, SharePoint, Visio, and Word.
ii. Communication: Team player with excellent verbal and written communication skills; Active Toastmasters strongly preferred.
iii. Experience in Health & Human Services domain is a plus.
B. Responsibilities
The Report Analyst will be responsible for the following.
1. Capture, collate, and disseminate the reports technical specifications documents and process flows by working with the agency units (IT and Business) and vendor project-delivery team.
2. Create ad-hoc reports using SQL, SPSS, SSRS, and HAR (Harmony Advanced
Reporting).
3. Identify any gaps in the reports related technical specifications and process flow documents; and, provide solutions to fill the identified gaps.
4. Work with the agency units / vendor project-delivery team to document the gaps, missing components and additional requirements.
5. Perform the testing of reports and data outputs.
6. Act as one of the key technical testers from the agency during the system testing of the project product.
7. Document the bugs, follow up, track, re-test and confirm the required fixes are implemented.
8. Execute the test run of reports in Pre-production environment.
9. Work with the agency and vendor project teams on the scheduling of the report jobs in production environment.
10. Understanding the system that includes various touch points across several functional modules/clusters of the product.
11. Complete study and learning of the new system from the data and reporting points of view.
12. Work with the agency units on the implementation of new reports necessary to meet the Agency business needs.
13. Work with the agency/vendor project teams on the comprehensive test plan required for the implementation of all the reports.
14. Work with agency/vendor project teams to enhance the APD data warehouse to include the CDMS data.
15. Work closely with other technical support personnel (internal and external) to resolve any operational-reports issues.
16. Review, validate and confirm the reports, data migration and data warehouse components of configuration workbooks provided by Vendor.
17. Follow and work with the Change Management, Release Management, and
Deployment process.
18. Act as an effective team player and communicator.
19. Communicate consistently and effectively with the project team.
20. Help identify issues and risks; and, suggest mitigation strategies and contingency plans.
21. Review deliverables for accuracy and completeness working with the vendor project team to address any deficiencies.
22. Work effectively with cross-functional business units and groups with varying functional backgrounds (operational, technical, managerial, programmatic, etc.).
23. Build partnerships and collaboration between individuals and project teams.
