Minimum Qualifications
• Five (5) years’ experience in Developer/Programmer role
o A Master’s degree substitutes for three years of experience, or a Bachelor’s degree substitutes for two years, or an Associate’s degree substitutes for one year
• Two (2) engagements lasting more than six (6) months in Developer/Programmer role
Desired Skills
• Computer Science or Information Technology Degree
• Experience with Financial Reporting Studio (Oracle Report writer)
• Experience with Oracle Transactional Business Intelligence (OTBI)
• Proven work experience as an Oracle Report Writer (specifically with Oracle Report Writer and OTBI)
• Excellent visual design skills with sensitivity to user-system interaction
• Ability to solve problems creatively and effectively
• Up-to-date with the latest Web trends, techniques and technologies
• Experience in planning and delivering software platforms used across multiple products and organizational units
• Knowledge or hands on design experience with Web Services
• Strong grasp of security principles and how they apply to report writing
• Strong understanding of UI, cross-browser compatibility, general web functions and standards

Description of Project
MNIT@DHS is issuing this event to secure an Oracle Programmer/Developer resource with strong experience in Oracle report writing. This Programmer/Developer resource would benefit from having experience with Financial Reporting Studio (Oracle Report writer) and Oracle Transactional Business Intelligence (OTBI). The successful responder will be expected to develop reports for the Direct Care & Treatment (DCT) General Ledger environment. It is the ongoing commitment of MNIT to provide technology solutions that are reliable and flexible enough to meet fluctuating customer demand and increasing expectation of 7x24x365 system availability, all while decreasing ongoing support expenses.
All work will be done at DHS and/or MNsure offices in Saint Paul, Minnesota, unless otherwise arranged. Work must comply with the Statewide Enterprise Architecture, the State’s Enterprise Security Policy and Standards, Statewide Project Management Methodology, and applicable industry and agency standards. Resource must be able to work independently, with little or no supervision and must be able to drive to resolution in situations with high ambiguity and confusion. Resource will report to the DCT Support – Business Analysis Lead/Supervisor. Resource must be available for forty (40) hour work weeks except for State holidays or other exceptions approved by DHS, and/or identified in the event response. Resource may be expected to work up to fifty (50) hours per week dependent on project volume.
DATA ACCESS: The State anticipates that the resource may have access to information that the Health Insurance Portability and Accountability Act classifies as “protected health information” and may have access to information that the Minnesota Government Data Practices Act classifies as “not-public data” on individuals and therefore may anticipate that vendor will need to enter a business associate or data sharing agreement with the State.
