8 Experience with general IT SDLC processes.
5 Skilled in working on agile projects utilizing scrum
5 Skilled in facilitating meetings (daily scrum, sprint planning, sprint demo and retrospective)
5 Skilled in managing risks and issues.
5 Skilled in conflict resolution and removing team impediments
5 Skilled in coaching agile practices to team member and business unit stakeholders.
5 Possess strong verbal and written skills in communicating with peers and different levels of users including executive staff.
5 Skilled in agile estimating, planning and forecasting.
5 Skilled in creating communication channels between the team, product owner and stakeholder.
5 Experienced in establishing a sprint backlog.
5 Skill in extracting business, functional and non-functional requirements from business units and IT staff.
5 Skill in documenting AS-IS and TO-BE process flows.

The Project Manager is an Information Technology (IT) position that will manage the mandated enhancements of the Childcare Licensing Automation Support System (CLASS) resulting from the 86th Texas Legislative session. The legislative changes include an Exceptional Item to implement automated National Sex Offender Registry checks. This position will establish the project scope and schedule, establish agile sprint cycles, manage risks and issues, and provide project status reports to executive leadership regarding the system changes related to new legislation. The enhancements to the system will be coordinated to coincide with implementation of CCL “Rule” changes. The project is expected to produce several CLASS deployments throughout fiscal year 2020 and possibly fiscal year 2021.
The worker will be responsible for managing the initiative as an agile project using scrum. The work must possess good communication and organizational skills that are critical for the success of the project. The worker must be skilled with risk management and mitigation to balance requirements, scope, and issues while delivering a successful project. The worker will need to possess good mediation skills for dealing with business units with conflicting requirements. The worker must demonstrate past successful projects where the worker guided a team through a similar project.
