.net developer with ASP.net, VB, C#, MVC, web services, Oracle, IIS and healthcare experience

Qualifications
Hands on experience of 10+ years in Microsoft .Net technology experience including ASP.NET/VB, C#, MVC & Web Service experience is required.
10+ years’ experience working with Oracle (12c, 18c) & SQL Server. (Will develop tables, create packages, write triggers, etc.)
Current experience working with Web Services.
Experience with DevOps environment is a plus.
Expert understanding of SDLC
Excellent verbal and written communication skills.
Ability to solve complex programming issues.
Experience with Telerik controls is a plus.
Hands on experience with web servers configurations, IIS configurations.
Hands on experience in web server administration is a plus.
Experience in leadership roles defining policies and procedures in a complex organizational environment.
Demonstrated Large IT project implementation and governance experience specific to government systems.
High degree of technical capabilities and employing solid solutions within large applications.
Experience with design, programming, testing, documentation, training, and implementing information systems.
Proficient in multi-tier programming.
Have ability to work independently with less guidance.
Government / Health IT experience is highly preferred.

Project Overview:
Indiana State Department of Health is looking for strong ASP.net Specialist with minimum of 10 plus years of experience. The .Net Developer will work on the development of OB Navigator Community Health Worker (CHW) Registry application developed in .Net, development of applications will be .Net MVC C#. The Software Developer will be assigned with other duties as needed with the OB Navigator other project tasks working with data related projects and analytics.
The Software Engineer will be responsible for the design, development, and implementation of CHW Registry and also provide ongoing maintenance support of the application as well as make upgrades and enhancements to it.

Responsibilities
Responsible for complete SDLC for project assignment i.e. Serve as technical expert on development project; participate in full development life cycle including requirements analysis and design.
Working with technical and business staff on detailed business requirements by using a variety of techniques, understanding business processes and technology, agency standards, federal and state policy, and ensuring strategic and project goal alignment.
Write technical specifications based on conceptual design and stated business requirements.
Use object oriented techniques and best practices for design, development, unit testing and deployment
Development of code along with unit testing strategy & plans.
Use Microsoft .NET Framework and a supported C# programming language to develop the application.
Work with Project Manager to ensure project plan is maintained and project milestones are being met.
Work with PM, technical staff and end user to prototype, refine, test, and debug programs to meet needs of the application.
Work with ISDH externals partners, program area SME’s as needed.
Take agency web applications architecture and business decisions into consideration for design.
Work under general supervision with latitude for independent judgment. May consult with senior peers on project.
Provide ongoing maintenance support of the applications as well as make upgrades and enhancements to existing agency web-based applications.
