8 8 years of experience in the field of information technology software development. Familiar with standard concepts, practices, and procedures within the System/Software Development Life Cycle. Relies on experience and judgment to plan and accomplish goals, but follows coding standards from senior Application Development staff. A certain degree of creativity and latitude required. Works under limited supervision with considerable latitude for the use of initiative and independent judgment.
8 Skills as Microsoft developer (TFS, Visual Studio, VB and/or C#; i.e. not Java/Linux)
4Significant experience updating VB6 code to .Net framework
5Experience migrating software code bases to newer versions of .Net Framework
3Must have worked within the past year on enterprise application development on Microsoft technology stack (Microsoft Windows Server, Microsoft SQL-Server, SSRS)
3Experience with implementation of encryption/decryption algorithms
4Demonstrated ability to meet tight deadlines.
5Experience successfully developing code with an error rate of 10% or less.
5Exceptional skills coding software in Visual Basic 6 (pre-.NET). Database is SQL Server 7.
1Knowledge of information systems containing Electronic Health Records.

2 Understands Electronic Information Resources (EIR) accessibility and security requirements and their technical specifications. Ensures the EIR accessibility and security integrated into the product lifecycle at the appropriate points (planning, design, development, test, etc.).
1 Experience participating in projects developing Electronic Health Records (EHRs) applications that import, store, maintain EHRs. and provide various reports for internal and external entities.
1 Experience with public health information systems and software applications.

Converts data from project specifications and statements of problems and procedures to create or modify computer programs. Prepares, or receives detailed specifications to describe sequence of steps that program must follow and input, output, and logical operations involved. Analyzes specifications, applying knowledge of computer capabilities, subject matter, and symbolic logic. Confers with supervisor and representatives of departments concerned with program to resolve questions of program intent, data input, output requirements, and inclusion of internal checks and controls. Converts detailed specifications to language processed by computer. Enters program codes into computer system. Inputs test data into computer. Observes computer monitor screen to interpret program operating codes. Corrects program errors, using methods such as modifying program or altering sequence of program steps. May prepare computer block diagrams and machine logic flowcharts for detailed coding of problems and provides for the documentation of programming work.

Staff augmentation contractor will provide development services for the HIV2000, Real-time Education and Counseling Network, AIDS Regional Information Evaluation System (ARIES) (HRAR) Implementation Project. Project began June 1, 2018. The effort supports clients with HIV/AIDS.

The HRAR Implementation Project combines and augments the existing functionality of ARIES, HIV2000, and the Access Databases used in lieu of the legacy Real-time Education and Counseling Network.

The Developer provides enough stability for HIV2000 for it to remain operational until the HRAR system incorporates its requirements and functionality.

Duties:
•Converting a mission-critical legacy enterprise application (Windows-NT, VB6, SQL-Server7, Seagate Info 7 Crystal Reports reporting) to modern technology stack.
•Practices current software development methods/techniques and establishes development standards (which include programming standards, documentation standards, and testing standards) to ensure the quality and maintainability of one or more applications.
•Participates in peer-code review and walk-throughs to ensure the integrity of the solution and its data; and ensures compliance with the Agency development standards and system-business requirements.
•Assists in the development and maintenance of systems documentation and ensures that content of the documentation is well organized, complete, and appropriate to the audience.
•Documents all system development activities in accordance with Agency Software Development Lifecycle (SDLC) and Project Management Lifecycle (PMLC) guidelines.
•Participates in project and team technical and functional design, requirement meetings.
•Communicates with Senior Application Development staff and other team members in a timely and effective manner.
•Performs unit testing and integration testing of applicable changes based on requirements.
•Performs necessary testing of assigned programs, including the generation of unit and integration test data, writing test scripts/execution sequences, examining test results, debugging detected errors, etc.
•Validates the completeness of the unit testing by reviewing the unit test cases written or executed and verifies the test cases after testing for unit-integration test process verification.
•Ensures receipt and documentation of customer or user acceptance prior to implementation.
•Evaluates existing and proposed modifications to verify business and system requirements; Takes equipment configuration into account.
•Determines best possible solution by identifying resolutions that consider cascading effect.
•Perform analysis in support of data reporting, customer problem resolution and the implementation of application systems.
•Communicates progress and issues affecting work assignments to the Senior Application Development staff and/or Project Manager as soon as possible.
•Other duties as assigned as required to complete assignments.
