The North Carolina Department of Health and Human Services (NCDHHS) manages the delivery of health- and human-related services for all North Carolinians, especially our most vulnerable citizens – children, elderly, disabled and low-income families. The Department works closely with health care professionals, community leaders and advocacy groups; local, state and federal entities; and many other stakeholders to make this happen.

The Department is divided into 30 divisions and offices. NCDHHS divisions and offices fall under four broad service areas – health, human services, administrative, and support functions. NCDHHS also oversees 14 facilities: developmental centers, neuro-medical treatment centers, psychiatric hospitals, alcohol and drug abuse treatment centers, and two residential programs for children.

Primary Purpose of the Position
This position is a part of the DHHS Data Office, which is responsible for enabling DHHS to function as a data-driven organization, basing decisions and policies on reliable, well characterized data that is easy to access and query. The Data Office is accountable for overall data strategy, quality, integrity, security, and governance across HHS programs including but not limited to Medicaid, WIC, Human Services, Public Health, Food stamps, etc. The Data Office is also responsible for overseeing the creation of a Data Interface, allowing user-friendly, metadata-based access to integrated information from across the Department. This team is also involved in facilitating the data strategy for transitioning to a Managed Care model of services referred to as the State of North Carolina Medicaid Reform.

The Data Analyst position reports to the Chief Data Officer (CDO) and uses a diverse set of technical, communication, and coordination skills to enable data-driven understanding of NCDHHS (North Carolina Department of Health and Human Services) programs to evaluate and inform policy. This position communicates with functional business owners to develop requirements and use cases; Provides key research, analytical and reporting functions for NCDHHS; develops and implements research on agency programs such as Medicaid Transformation; applies advanced statistical methods to health and human services related eligibility, medical utilization and expenditure data; coordinates project design, planning, statistical analysis, evaluation, and reporting; writes advanced scripts and code for statistical analysis. Assists in identifying and interpreting data patterns and trends.

Provides consultation and assistance to internal staff and other DHHS agencies in developing methods and strategies for more effective reporting of data and analyses. Coordinates across divisions and works closely with ITD to define and develop the data systems necessary to fulfill the functions of the Data Office.
Defines requirements for development/modification of agency interface files and APIs and tests for accuracy, reliability, and validity.

Ensures data integrity and provenance; develops and implements tools to track the accuracy and integrity of data reporting; defines and documents business rules for data validation; enables data provenance and auditing. Establishes processes for analyzing and validating data used to calculate outcome measures.
Works with interdisciplinary teams to research and correct data issues. Responds to ad hoc data requests.
This position also requires the ability to learn and apply new technology, work independently or in a team environment, and collaborate with all levels of staff within DHHS to satisfy business needs.
Works under minimal direction with moderate latitude for the use of initiative and independent judgment.
