Minimum Requirements:
Years Skills/Experience
8 Experienced with project management and business analysis process and relies on experience and judgment to plan and accomplish goals.
8 Experience with software development life cycle and systems development life cycle concepts, including Agile methodology.
8 Ability to write a detailed description of user needs, program functions, and steps required to develop or modify the M-Files system.
8 Must have strong interpersonal skills to help negotiate priorities and to resolve conflicts among project stakeholders.
8 Experience in designing, planning, and coordinating work teams. Ability to follow standard project management industry practices such as the PMI’s framework.
8 Skill in understanding the business and technical objectives of a project and ability to work closely with all project stakeholders.
8 Ability to develop detailed work plans, schedules, project estimates, resource plans, and status reports. Ability to track budget and schedule progress using appropriate metrics.
8 Ability to conduct project meetings and to take on the responsibility for project tracking and analysis. Skill in ensuring adherence to quality standards and reviewing project deliverables.
8 Skill in project organization, creating project charters and defining roles and responsibilities
8 Ability to manage scope, document risks and develop mitigation plans.
8 Ability to identify, track, and ensure resolution of issues and removal of barriers.
8 Ability to write a detailed description of user needs, program functions, and steps required to develop or modify the M-Files system.
8 Skill in interviewing and listening to understand customer needs and elicit essential requirements information.
8 Skill in providing technical and analytical guidance to project teams and to recommend and direct the analysis and solutions of problems.
8 Experience with contemporary requirements elicitation, analysis, specification, verification, and management practices and the ability to apply them in practice.
8 Experience and skill in analyzing and evaluating complex information technology programs, policies, and issues; and in developing workable solutions to complex problems and issues.
8 Demonstrated proficiency gathering requirements in a meeting room setup; facilitation and observational skills to lead requirements elicitation workshops.
0.5 Experience with M-Files implementation. Experience should be current within the last 18 months.
0.5 Experience with requirements elicitation for M-Files, and management of M-Files implementation projects.
0.5 Experience with implementation of Enterprise Content Management Systems

0.5 Knowledge of the specific document management requirements of the various functional areas within the TEA PSF division.

The Permanent School Fund Enterprise Content Management System (M-files) provides a centralized repository that is used to store the division documents. This position will work with the PSF staff and provide business analyst during M-files Data Migration:
• Organizes and facilitates sessions for multiple levels within the division to elicit requirements including but not limited to interviews, document analysis, business process descriptions, use cases, business analysis, task and workflow analysis, while ensuring proper signoffs are received from the business sponsor.
• Communicate information clearly and effectively to users, management and technical staff, both verbally and in writing, including writing management reports, providing training and making public presentations.
